About The Position

As a support contractor to ACT's Strategic Plans and Policy (SPP) Directorate and Defense Planning Integration (DPI) Branch, this position advances ACT's transformation mission including implementation of the NATO Warfighting Capstone Concept (NWCC) and the Rapid Adaptation of Force Design Options by designing, building, and managing the Innovation Solutions Catalogue (ISC) from pilot through production to enable Allied visibility and informed decision‑making on emerging and disruptive capabilities. As the ISC Data Analyst, you will lead pilot development using unclassified Allied inputs, coordinate with Allied Single Points of Contact to populate entries from FLE, FLEX, and other sources, act as the technical support desk, and design production ISC connectivity and data sharing with relevant NATO tools (e.g., NATO Industry Front Door, NATO Innovation Range, DIANA OS, GRIT). You will collect and apply lessons from the pilot, participate in working groups, liaise across ISC stakeholders (including NATO International Staff), provide DPI input to SPP and HQ ACT outputs, attend weekly SPP DPI and FLEX meetings, and drive stakeholder alignment by providing clear feedback, analysis, and recommendations. You will also conduct research to identify threats and opportunities, construct forecasts and analytical models to inform ISC content and prioritization, support cross‑functional collaboration, and help plan beyond 2027 to progress FLEX and ISC understanding across ACT and the Alliance, all under the direction of the SPP DPI Branch Head and assigned COTR, with flexibility to support surge requirements as needed.

Requirements

  • Demonstrable experience (3 years or more) in Enterprise Architecture, Systems Architecture, Program Management, IT systems requirements or equivalent.
  • University level education (bachelor and/or master) in a relevant field (Computer Science and Electrical Engineering, Information Sciences and Technology, Mathematics, Business Administration, etc.).
  • Ability to participate effectively in high-level discussions, workshops, panels, etc. and prepare professional, high-quality documents for review.
  • Experience working in defense environments or previous military experience
  • NATO SECRET security clearance
  • Capacity to work in a general direction within a clear framework of accountability with substantial personal responsibility.
  • Ability to effectively multi-task and prioritize in a fast-paced environment.
  • Capacity to work effectively as a member of a multinational and multi disciplinary team.
  • Execute a broad range of complex professional or technical work activities in a variety of contexts.

Responsibilities

  • Based upon the unclassified information collected from Allies through an existing online form.1 and other evidence, lead the development work to implement a pilot of the ISC to be completed in accordance with the IS/ACT defined timeline.
  • In coordination with each Allied Single Point of Contact, populate the pilot ISC with information received from FLE, FLEX, and other additional sources, as necessary, to inform and facilitate decisions by NATO and Allied stakeholders on their inclusion in the ISC.
  • Act as Support Desk for any technical related question about the ISC.
  • Following conclusion of the pilot, support the development, implementation, and population of a production version of the ISC. This should include consultation with ISC stakeholders, including IS-OPP, IS-CDT, and IS-D2IA, to collect requirements for the production ISC covering the design, functionalities, content, data exchange and integration with relevant tools, such as NATO Industry Front Door, NATO Innovation Range network tool, DIANA OS, GRIT, etc.
  • Improve integration of the ISC work into existing ACT and Alliance activity through stakeholder engagement and the linkage to other Innovation work strands and tools.
  • Attend weekly SPP DPI meetings, both scheduled and unscheduled, at the direction of the BH. Currently there is one scheduled SPP DPI and one FLEX meeting per week, with impromptu meetings called when required.
  • Provide feedback about their work clearly and concisely.
  • Provide input on ISC and offer ideas and related analysis.
  • Understand NATO's/ACT's strategy and mission.
  • Share ideas with multiple stakeholders and gain alignment from them.
  • Collaborate as required with HQ SACT cross-functional teams to provide improving thoughts and inputs.
  • Fulfil other specific DPI related tasks directed by SPP DPI BH.
  • Look beyond 2027 to develop further plans to progress FLEX and ISC thinking and understanding across the ACT and the Alliance.
  • Conduct research to identify threats and opportunities.
  • Construct forecasts and analytical models.
