Position Summary I/E Field Specialist Duration of assignment approx. 4-6 months Location: Deer Park, TX This is a temporary contractor role embedded with the Deer Park Engineering/Capital Projects team. The I/E Field Specialist will act as the owner’s I/E field lead, coordinating and overseeing day to day electrical and instrumentation construction activities on capital and small projects. The role focuses on safe execution, field coordination, and quality of installation, working under the direction of the clients Project Leader and Technical/Reliability organization.

Requirements

  • Journeyman level background or technical degree in Electrical/Instrumentation/Electronics or related field.
  • 7+ years industrial I&E experience in petrochemical, refinery, or similar heavy industry, with significant field construction/turnaround exposure.
  • Demonstrated experience leading or coordinating I/E field execution on capital or large expense projects.
  • Strong working knowledge of:
  • Industrial power distribution (low voltage; medium voltage exposure preferred), MCCs, motors, heat tracing, and grounding.
  • Field instrumentation (pressure, flow, level, temperature), analyzers, and associated tubing/wiring practices.
  • DCS/PLC I/O wiring, marshalling, and field device integration.
  • Able to read and interpret P&IDs, electrical one lines, schematics, loop diagrams, and installation details and verify field work against these documents.
  • Familiar with industrial construction safety, safe work permitting, lockout/tagout, and electrical safe work practices per NFPA 70E.

Responsibilities

  • Lead by example in the field; actively reinforce Westlake HSE rules, Life Saving rules, and site safe work practices.
  • Ensure contractor I/E crews comply with electrical safe work practices, including NFPA 70E expectations, energized work permitting, JRA use, and required PPE.
  • Serve as the primary I/E field point of contact for assigned projects, representing the owner with construction contractors.
  • Translate issued construction packages into clear field work plans and constraints (tie ins, outages, access limits) in coordination with the Project Leader.
  • Coordinate daily work with operations, maintenance, and other disciplines to minimize impact on running units.
  • Monitor I/E contractor performance vs. plan; flag schedule risks, access issues, and scope growth early to the Project Leader.
  • Help enforce site expectations for housekeeping, material control, laydown, and construction boundaries.
  • Verify I/E installation is in accordance with drawings, specifications, and site standards (cable routing, terminations, grounding, instrument installation, hazardous area practices).
  • Perform routine field checks/walkdowns (conduit, tray, pulling, terminations, JB layouts, instrument mounting) and promptly communicate non conformances. Work with owner Technical Specialists/engineers to resolve RFIs and field design issues; do not change design intent without appropriate approval and MOC. Support the owner’s QA/QC expectations by ensuring only qualified inspectors/technicians are used for specialized I/E inspection and testing activities.
  • Support the development and execution of I/E checkout plans: continuity/megger tests, loop checks, instrument calibration, interlock/SIS testing, point to graphic checks.
  • Coordinate with operations, maintenance I&E, and process control during commissioning and startup.
  • Assist in developing and clearing I/E punch lists prior to PSSR and startup.
  • Ensure redlines/as built markups for P&IDs, loop drawings, one lines, and area classification are captured and returned to the Project Leader for final documentation updates.
  • Maintain clear daily communication with contractor supervisors; ensure they understand scope, constraints, priorities, and site procedures.
  • Support the Project Leader in enforcing contractor compliance with the site construction safety execution plan and project execution plan.
  • Provide concise daily/weekly field status updates (safety, progress, constraints, manpower observations) to the Project Leader.
  • Assist with verification of I/E related quantities and progress that may feed contractor progress reporting and payment review.
