We are recruiting two Technical Advisors — one specialising in hydrogen and one in carbon capture — to join our expanding Hydrogen, Carbon Capture, Utilisation and Storage (HCCUS) team within the Environment & Business directorate. This high‑profile programme plays a vital role in supporting the UK’s transition to net zero. As emerging technologies evolve, we need people who can understand the environmental implications, identify regulatory challenges, and help shape how we oversee these transformative sectors. You will help design how we regulate hydrogen and carbon capture technologies across the EA. You will work closely with senior advisors and sector leads, contribute to policy and guidance, and engage with government, industry and academic partners. Your work will ensure environmental risks are understood and appropriately managed, while supporting the safe and responsible development of low‑carbon technologies.

Responsibilities

  • Providing technical advice on hydrogen or carbon capture technologies and their regulatory links, including Environmental Permitting Regulations (EPR) and Control of Major Accident Hazards (COMAH).
  • Supporting the planning, delivery and monitoring of HCCUS innovation projects.
  • Engaging with operators, research organisations and government to build strong partnerships.
  • Contributing to technical reports, policy briefs and recommendations that support regulatory development and compliance.
  • Supporting HCCUS programme activities and providing input across the Environment Agency to meet programme priorities.
