About The Position

The Incumbent will develop and manage the preventive/predictive maintenance programs (Inspection, Vibration, Oil Analysis, NDT, Thermography, etc.) to ensure optimum equipment availability to ensure all preventative maintenance repairs are completed timely manner and building systems are maintained. Will provide analysis and evaluation for a technical military base or industrial facilities systems and equipment, and provides the support needed to improve quality, productivity, and safety. Responsible for providing reliable and responsive support to ensure effective and efficient operations of site assets and systems. This includes the maintenance of all infrastructure, engineering support, mechanical and HVAC systems. The HVAC Supervisor or qualified alternate shall be on-site during the Government's regular working hours and shall be available on-site within two hours after the Government's regular working hours. The HVAC Supervisor's primary duty and responsibility is to serve as the subject matter expert and manage the total work effort associated with operation, sustainment, restoration, and modernization of HVAC/R, Chiller, Air Compressor, DDC equipment and systems including review and approval of Contractor plans and procedures.

Requirements

  • Journeyman Level Heating Ventilation and Air Conditioning and Refrigeration (HVAC/R).
  • At minimum five (5) years of experience in HVAC/R and DDC controls at a comparable level of responsibility in projects of similar size, scope and complexity.
  • Successful completion of an HVAC/R and DDC apprentice program or equivalent trade school training, education and experience that provides training and experience with maintenance, repair and operation of: DDC systems, cooling towers, fan coils systems, closed loop water treatment, industrial HVAC/R systems and air balancing.
  • Must possess an EPA Universal refrigerant handling license (certified to work with all CFC, HCFC and HFC refrigerants).
  • Familiarity with Maximo applications programming or equivalent (assets, PM's, job plans, routes, reporting, etc.).
  • Familiarity with condition monitoring software and applications such as Vibration analysis, ultrasonic and infrared with an ISO CAT II or higher certification.
  • Sufficient machine design understanding to recommend modifications to reduce failures and extend asset life cycles.
  • Excellent written and verbal communication skills.
  • Ability to use Microsoft Office programs (Word, Excel, Power Point) at an intermediate level.
  • Current valid state issued driver's license with acceptable driving record.
  • Must be able to obtain a SECRET Clearance.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • U.S. Citizenship.

Nice To Haves

  • Current Secret Security Clearance.
  • Five to ten years' experience as an HVAC Engineer.
  • Understanding of Government contracts, correspondence, reports, and records.

Responsibilities

  • Establishing and driving reliability engineering principles and best work practices in accordance with the Society of Maintenance and Reliability Professionals (SMRP) or equivalent.
  • Utilize Maximo to track maintenance activities.
  • Development and management of the preventive/predictive maintenance programs (Inspection, Vibration, Oil Analysis, NDT, thermography, etc.) to ensure optimum equipment availability.
  • Develop procedures for major overhauls and repairs of mechanical/HVAC systems.
  • Test, troubleshoot and conduct root cause failure analysis on failed equipment, develop action plans to eliminate repeat failures, and implementing corrective actions.
  • Responsible for the facilitation of continuous improvement processes around equipment availability and reliability.
  • Ensure machine interface software is accurate and reliable.
  • Update and maintain plant and system Mechanical / HVAC drawings.
  • Testing of AC/DC control transformers and relays.
  • Develop and provide clear, concise work instructions for all system configuration changes.
  • Has an understanding of short circuit, arc flash, load flow, and relay coordination studies and determine PPE requirements.
  • Provide detailed analysis of all Mechanical / HVAC related failures/anomalies.
  • Lead the design, rebuild, install and commission both new and revised equipment including, all Mechanical and HVAC equipment up to, but not limited to piping, valves, motors, gear boxes, pumps, boilers, chillers, cooling towers, etc.
  • Understand and interpret mechanical prints, electrical prints, HVAC and pneumatic prints.
  • Evaluate HVAC systems / equipment operating condition and develop plans and specifications for upgrade or replacement as needed.
  • Perform advanced heating and cooling load calculations.
  • Understand fan and pump curves to properly select equipment for application.
  • Ability to correctly identify the type and properly size replacement bearings, pillar blocks, shafts, seals, pumps, gear boxes, motors etc.
  • Ability to understand operation of, troubleshooting and repair of chillers and multi-cell cooling towers.
  • Use psychrometric chart properly for any HVAC system.
  • Performs field verification and take-offs of existing systems for renovation projects.
  • Modifies sequences of operations for AHU's, CHW and HW systems.
