About The Position

Office of Inspector General is the investigative arm of the Cabinet for Health and Family Services. We conduct numerous types of investigations which requires critical thinking and research into various Cabinet policies and procedures as well as State and Federal laws. Our most vital role is to safeguard the assets of the Cabinet. We do this by both investigating and preventing against waste, fraud, and abuse. Our investigations protect and preserve important Cabinet programs such as SNAP and Medicaid as well many others that our most vulnerable citizens depend on every day. Our office is also responsible for employee and Cabinet contractor investigations, to maintain the integrity of the Cabinet. The Human Services Program Supervisor position will provide management and oversight to the daily operations of the Medicaid Preliminary Investigations Branch. The position provides overall management, guidance and training for Investigators conducting Medicaid investigations. This position will also conduct special, complex, in-depth, and sensitive Medicaid investigations as assigned and approve leave, timesheets, travel requests, initiate performance plans and conduct performance evaluations for investigators. We offer a flexible work schedule in addition to the possibility of a 4-day work week. This position has a workstation in Frankfort, KY, Franklin County.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Four years of professional experience in the administration of human services programs, emergency management services, emergency medical technician, paramedic, or related field.
  • Administrative or business experience, or professional, subprofessional, or clerical work in a human services area, emergency management services, emergency medical technician, paramedic, or related field will substitute for the required education on a year-for-year basis.
  • Upon appointment, must maintain a valid driver’s license.

  • Proficient computer skills to include, but not limited to- Outlook, Excel, Word and internet-based software.
  • Ability to work under pressure with contractual deadlines.
  • Must have excellent written and verbal communication skills.
  • Must be dependable, organized, able to work independently and manage time.
  • Supervisory experience and Medicaid knowledge is preferred.
  • Must have investigative experience using standard investigative and interviewing techniques.

Responsibilities

  • Plan, organize and coordinate all Medicaid program investigations.
  • Manages and oversees the investigators who perform Medicaid program investigations to prevent, identify and eliminate fraud, waste, abuse, and mismanagement of the Cabinet’s programs.
  • Assists Medicaid program investigators with interviews, case plans and determining the facts of investigations.
  • Writes and reviews in-depth Medicaid investigative reports.
  • Ensures timeliness of Branch tasks and completion of reports.
  • Makes recommendations to administrative and prosecutorial agencies for potential administrative, civil and criminal action.
  • Maintains knowledge of policy, procedures, statutes, and regulations. Makes recommendations for needed changes to policy, procedures, statutes, and regulations. Maintains statistical reports, etc.
  • Conducts special complex, in-depth and sensitive investigations as assigned by agency head or designee.
  • Assigns and provides training as needed.
  • Approves leave, timesheets, and travel requests according to policy and procedures.
  • Conducts employee performance plans and evaluations.
