The Behavioral Health Policy Analyst, classified as a Human Services Program Consultant III, is a member of the Behavioral Health (BH) and IDD Unit and reports to the Behavioral Health Policy Manager. The primary responsibility of this position is managing the planning, development, implementation and evaluation of programs, services and policies related to Medicaid funded Behavioral Health services, primarily in the areas of mental health and/or substance use disorder (SUD). The person in this position will provide support for external quality review (EQR) activities based on federal and state contract requirements including assessment of performance related to compliance reviews and performance measure reporting. The Behavioral Health Policy Analyst is responsible for public records data requests and programmatic analysis. The Behavioral Health Policy Analyst instructs the fiscal agent on implementing programmatic changes as well as providing support to the unit for completing legislative reports and carrying out legislative initiatives. The person in this position will also engage with internal and external stakeholders, which includes working with other DHHS divisions to develop and amend the Medicaid State Plan and clinical coverage policies to support the provision of high-quality behavioral health services in North Carolina. Ideally the Behavioral Health Policy Analyst will have professional clinical knowledge in the behavioral health field.
