About The Position

The Behavioral Health Policy Analyst, classified as a Human Services Program Consultant III, is a member of the Behavioral Health (BH) and IDD Unit and reports to the Behavioral Health Policy Manager. The primary responsibility of this position is managing the planning, development, implementation and evaluation of programs, services and policies related to Medicaid funded Behavioral Health services, primarily in the areas of mental health and/or substance use disorder (SUD). The person in this position will provide support for external quality review (EQR) activities based on federal and state contract requirements including assessment of performance related to compliance reviews and performance measure reporting. The Behavioral Health Policy Analyst is responsible for public records data requests and programmatic analysis. The Behavioral Health Policy Analyst instructs the fiscal agent on implementing programmatic changes as well as providing support to the unit for completing legislative reports and carrying out legislative initiatives. The person in this position will also engage with internal and external stakeholders, which includes working with other DHHS divisions to develop and amend the Medicaid State Plan and clinical coverage policies to support the provision of high-quality behavioral health services in North Carolina. Ideally the Behavioral Health Policy Analyst will have professional clinical knowledge in the behavioral health field.

Requirements

  • Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience; or Bachelor’s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience; or an equivalent combination of education and experience.

Nice To Haves

  • Working knowledge of the delivery of mental health or substance use disorder services in North Carolina.
  • Working knowledge of Healthcare Common Procedure Coding System (HCPCS), Current Procedural Terminology (CPT), and taxonomies.
  • Considerable knowledge of the dynamics and treatment of substance use and/or mental health disorders.
  • Working knowledge of the state and/or federal programs that govern mental health, developmental disabilities and/or substance use services.
  • Experience with compliance monitoring (analyze data, evaluate programs, and develop reports), utilization management, or care management.
