About NCEM: The mission of North Carolina Emergency Management is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery and mitigation of all natural and man-made hazards and threats. About the Operations Section: The primary mission of the Operations Section is to coordinate the delivery of assistance and services to local and tribal governments during emergencies and disasters. Additionally, the Operations Section is responsible for the coordination of response activities during implementation of the North Carolina Emergency Operations Plan, including the identification, assignment, and management of resources needed to accomplish incident objectives. During activations of the State Emergency Operations Center, the Operations Section provides overall incident management and support to State Emergency Response Team members. During daily operations, the Operations section provides incident management assistance and on-scene support to local governments by utilizing assigned resources, regional assets, and brokering mutual aid. About the Position: This position will require regional coordination of governmental and nongovernmental organizations and other subject matter professionals responsible for the delivery of emergency preparedness, sheltering, mass feeding, mental health,agricultural, and animal welfare services alleviating suffering and hardship caused by disaster. Providing direct support to counties operating evacuation and/or long-term shelters, as well as technical advice and support for development of mass care plans at the local level. Developing and maintaining plans, standard operating guides, and other programmatic documents related to mass care, including applicable sections of the North Carolina Emergency Operations Plan. This position reports directly to Human Services Branch Manager on program status. Responsibilities include writing program specific contingency plans, managing emergency operations, managing Web EOC activities, policy analysis, program outreach and working shift work as assigned when Emergency Operations Center is activated to include day and/or night shift.
