About The Position

The Human Rights Officer at the Worcester Recovery Center and Hospital is responsible for advocating for clients' rights within a mental health facility. This role involves daily interaction with clients to educate them about their rights, filing complaints or appeals on their behalf, and monitoring the complaint process. The officer also reviews the use of restraint and seclusion, serves as staff to the Human Rights Committee, and develops training materials for clients and staff. The position aims to ensure that clients' human rights are protected and that their voices are heard in the facility's operations.

Requirements

  • Ability to exercise discretion in handling confidential information.
  • Ability to analyze data and make appropriate recommendations.
  • Knowledge of general report writing methods.
  • Ability to provide oral and written reports to administration.
  • Ability to understand and apply applicable laws and regulations.
  • Ability to maintain accurate records through various filing methods.

  • Ability to adapt to varied working situations.

Nice To Haves

  • Previous experience in Human Rights and/or patient advocacy.
  • Experience advocating for individuals with mental health conditions.
  • Demonstrated ability to produce timely, professional reports.
  • Ability to organize and deliver effective presentations and trainings.
  • Bilingual or multilingual fluency.

Responsibilities

  • Interact with clients daily to establish rapport and educate them about their rights.
  • Advocate for clients whose human rights may be at risk.
  • File complaints or appeals on behalf of clients as needed.
  • Monitor the complaint process from initial filing to resolution.
  • Review and monitor the use of restraint and seclusion in the facility.
  • Serve as staff to the Human Rights Committee and provide essential information for its functions.
  • Encourage proactive resolution of client or staff concerns before formal complaints are filed.
  • Participate in work groups, task forces, or committees to effect positive change.
  • Collaborate with other DMH Human Rights staff on projects of common interest.
  • Develop human rights training materials and provide training to clients and staff.
