About the position

This is supervisory, principal-level professional staff, and administrative work in a personnel program area such as classification and compensation, recruitment and examination, employee and labor relations, training and career development, and/or benefits and retirement. The incumbent will assist the Associate Director in the specific assigned personnel program area(s). An incumbent in this class is responsible for developing and applying the principal-level knowledge, skills, and abilities necessary for performing recurring assignments. This position requires work with a high degree of latitude for independent judgment, action, and initiative when expediting highly complex personnel work assignments and projects. Work is evaluated through conferences, completed reports, and projects by the Appointing Authority. The complexity of the work is marked by duties that involve analyzing data or situations to determine an appropriate course of action within a well-defined and delineated area of concern.

Responsibilities

  • Develops and implements human resources policies and procedures; ensuring timely and accurate processing of complex personnel action requests inclusive of reassignment and/or adverse actions with follow through in accordance with established department and personnel policies, procedures, and requirements.
  • Develops and implements recruitment strategy for the agency; sits on interview panels; reviews interview questions, onboards candidates, etc.
  • Conducts classification and job analysis studies.
  • Manages and conducts the department's New Employee Orientation Program.
  • Manages, coordinates, and oversees that all HR personnel actions are entered/executed into the HRIS SAP system.
  • Develops and implements collective bargaining strategy in the negotiation of labor agreements and the carrying out of the meet and confer process.
  • Assists with the creation and coordination of various human resources programs (e.g., awards, recreation, the incentive program, etc.).
  • May be required to testify in front of an administrative hearing board and present clear and convincing evidence to support recommendations from grievances, adverse actions and/or disciplinary actions.
  • Manages the Family Medical Leave Act (FMLA) process to ensure accuracy in all communications, documents, and determinations.
  • Manages the Payroll process to include investigates, analyzes, processes, and resolves payroll related issues and inquiries.
  • Assists with responding to inquiries from departments and employees regarding records processing procedures and monitoring of data processing actions on pay plan changes.
  • Performs quality assurance tasks related to data entry.
  • Exercises the full range of supervisory duties and responsibilities over subordinate positions as defined in the Personnel Law.

Requirements

  • Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field.
  • Three (3) years of professional level human resources experience with at least one (1) year in a lead/supervisory role.

Nice-to-haves

  • Master's Degree in Human Resources Management or a closely related field.
  • Five (5) years of professional-level human resources experience with at least one (1) year in a lead/supervisory role.
  • Possession of a SPHR, PHR, IPMA-CP, IPMA-CS, or equivalent professional human resource certification is preferred.
  • Comprehensive knowledge of human resources management principles; experience in a unionized environment; experience serving as the initial point of contact for suitability and compliance matters; experience with human resources information systems (HRIS); ability to effectively communicate both orally and in writing.
