Requirements

  • Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
  • A Master's degree in relevant fields may substitute for one year of required experience.
  • Possession of a Juris Doctorate may substitute for one year of required experience.
  • A Ph.D. in relevant fields may substitute for two years of required experience.
  • Certification by SHRM as a PHR, SPHR, CP, or SCP may substitute for one year of required experience.

Responsibilities

  • Serve as a technical specialist performing in-depth activities in assigned HR programs.
  • Develop and recommend policies and procedures related to HR functions.
  • Assist in the development of performance indicators and implementation of the strategic plan.
  • Conduct detailed salary surveys and analyze data to determine problem areas.
  • Advise supervisors on disciplinary actions and assist in the disciplinary process.
  • Investigate complaints of discrimination or harassment and recommend resolutions.
  • Analyze hiring and promotional practices for compliance with federal law.
  • Coordinate recruiting, selection, and placement activities for the agency.
  • Evaluate training programs for effectiveness and develop long- and short-range goals for training initiatives.
  • Represent the HR office in agency meetings and propose organizational plans.
