Under the supervision of the HR Manager and the direction of the Director of Human Resources, the Human Resources Specialist provides confidential and diverse support services to ensure the smooth, efficient, and accurate operation of the Human Resources Department. This position has responsibilities overseeing the Countywide Livescan fingerprinting program, employee onboarding and offboarding, HRIS employee management, data reporting, benefit enrollment processing, and providing support to the Benefits Coordinator during open enrollment for assigned LEA districts.

  • Provide support to all team members of the Human Resources Department as necessary to ensure a productive and efficient operation, and to ensure that exemplary customer service is provided.
  • Manage and oversee the Saginaw County Livescan Fingerprinting program, inclusive of scheduling, Livescan printing, maintaining the database, handling monies, preparing internal billing, and State Police billing.
  • Serve as Liaison with Michigan State Police, processing and disseminating information as applicable and appropriate. This includes serving as the Local Area Security Officer. Ensure the security and confidentiality of the Livescan Fingerprinting program at all times.
  • Process substitute employees & background checks for third-party contractors, which includes the review of fingerprint results, preparation of required authorization for substitute employment, and working with local school districts to secure substitutes in a timely manner.
  • Serve as a countywide resource for relevant information regarding the Livescan Fingerprinting program.
  • Serve in a help desk capacity for the SISD substitute system. Includes troubleshooting for administrators, teachers, secretaries, and supervisors.
  • Oversee and manage all materials for substitute staff hired by and through Saginaw ISD, inclusive of applicable local school districts.
  • Process new hires, employee status change requests, contract adjustments, and termination paperwork for payroll processing with accuracy and adhere to established processing deadlines for multiple school districts.
  • Completes the annual employee management rollover process in the HRIS system on an annual basis, including the management of work calendars, employment contracts, compensation, and collective bargaining agreement changes for assigned LEA districts.
  • Ensure criminal background checks, fingerprinting, and required screenings are completed and maintained for all employees and volunteers.
  • Responsible for interpreting and implementing contractual language for various union groups.
  • Monitor employee certifications, licenses, and credentials.
  • Prepare, distribute, and maintain employment contracts for certified teaching staff.
  • Responsible for Registry of Educational Personnel (REP) reporting as required by the Michigan Department of Education (MDE) for applicable local school districts.
  • Benefit enrollment processing for new hires, status changes, and employee offboarding for assigned districts.
  • Provide support for assigned districts during open enrollment for benefits administration.
  • Other duties and special projects as required by the Executive Director and/or Director of Human Resources.
  • Bachelor’s degree in a related field preferred. Will consider equivalent experience and education in a related field.
  • Experience working in a multi-faceted, diverse organization in human resources is preferred.
  • Must be able to work collaboratively in a team environment.
  • Must demonstrate a high degree of proficiency in the use of business software programs, including Microsoft Office and Google platforms.
  • Must be able to learn and become proficient in the use of the District’s Finance and Human Resource Management platform.
  • Ability to analyze processes, identify inefficiencies or duplication of effort, and implement solutions for improvement.
  • Must demonstrate exemplary customer service skills, including courteousness, tact, and good verbal and written communication in all facets of the position.
  • Must have knowledge of and demonstrate confidentiality practices, maintain confidentiality of work, work product, etc., at all times.
  • Demonstrated proficiency, accuracy, and timeliness in the handling of detailed work assignments.
  • Must be highly organized; demonstrate initiative and be a self-starter in the completion of tasks, assignments, and projects.
