About The Position

Joining Customs & Border Protection (CBP), Office of Human Resources Management, will allow you to use your expertise as a Human Resources Specialist (Employee Benefits) and serve as a subject matter expert on a wide range of employee benefit concepts, laws, policies, and regulations. You will be responsible for a variety of assignments involving employee benefits and you will advise managers and employees of findings and recommendations. This position starts at a salary of $105,383.00 (GS-13, Step 1) to $137,000.00 (GS-13, Step 10). In this Human Resources Specialist (Employee Benefits) position, you will become a key member of Homeland Security professionals responsible for the day-to-day administration of Federal Employee retirement and benefit programs. Typical work assignments include: Explaining benefit and/or eligibility requirement for such benefits as the Federal Employees Health Benefit (FEHB) and Federal Employees' Group Life Insurance (FEGLI) to employees, supervisors, and human resources staff. Developing and updating Standard Operating Procedures (SOP) to provide guidance to human resources staff regarding retirement and benefit processes and procedures. Reviewing previous retirement system determinations in accordance with the Federal Erroneous Retirement Coverage Corrections Act (FERCCA) provisions and takes necessary steps to provide the employees with information needed to make an informed decision and provide correction actions to finalize the process. Ensuring that LEO and CBPO certifications are prepared for active CBP employees. Advising and counseling services include, but are not limited to, the following types of retirement: voluntary, disability, involuntary/discontinued, deferred, and retirement under the general retirement provisions for nonlaw enforcement covered positions and special retirement covered provisions under Law Enforcement and Customs and Border Protection (CBP) Officers.

Requirements

  • You must be a U.S. Citizen to apply for this position.
  • Males born after 12/31/1959 must be registered with Selective Service.
  • Primary U.S. residency for at least three of the last five years.
  • You may be required to pass a background investigation.
  • CBP follows the DHS Drug-Free Workplace Plan for drug testing procedures.

Nice To Haves

  • Experience advising on individual cases involving sensitive or serious retirement and/or benefit related issues.
  • Counseling employees, supervisors, managers, and field office personnel on regulations, procedures, and technical provisions of both the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS).
  • Providing necessary guidance for survivors on death cases.
