Requirements

• For Human Resources Specialist 1: A bachelor's degree and two years of professional human resources experience.

Responsibilities

• Understand and interpret Civil Service Law and related manuals to perform HR activities.
• Assist program managers with the hiring process and resolve questions related to appointments and transfers.
• Post job vacancies for all departments within NYS DOT Region 4, ensuring compliance with policies.
• Request and manage NYS Civil Service Examination Lists and canvass responses for hiring departments.
• Maintain accurate and organized files, including hiring packages and supporting paperwork.
• Advise program managers and employees on Time and Attendance rules and regulations.
• Provide verification of employment to outside entities.
• Review, approve, and process all personnel-related transactions.
• Oversee and assist in the orientation of new employees.
• Supervise subordinate staff as needed.
