About The Position

The Illinois Department of Juvenile Justice is seeking a motivated and experienced candidate to serve as the Human Resources Representative at our IYC Pere Marquette facility. This position performs professional-level human resources functions including administering recruitment, assisting with onboarding, and processing transaction functions in accordance with State personnel rules, collective bargaining agreements, and applicable employment laws. The ideal candidate is detail oriented and thrives in a fast paced professional environment. Strong communication skills, sound judgment, and the ability to maintain strict confidentiality are essential for success in this role. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.
  • Requires the ability to pass an IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.

Nice To Haves

  • Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.
  • Prefers at least two (2) years of experience working with the Personnel Code, Rules, Position Classification Plan, and Pay Plan.
  • Prefers at least one (1) year of experience using electronic hiring processes within Success Factors or an equivalent software program.
  • Prefers at least (2) years of experience implementing and interpreting bargaining unit contracts and language as it relates to filling of vacancies.
  • Prefers at least one (1) year of experience compiling bid records to determine order of selection within state government.
  • Prefers at least two (2) years of experience using Microsoft Word and/or equivalent software program.
  • Prefers at least two (2) years of experience using Adobe and/or related software program.
  • Prefers the ability to read and assimilate information and data and recall with a reasonable degree of proficiency, facts, and figures.
  • Prefers the ability to perform assigned tasks with minimal supervision.

Responsibilities

  • Serves as point of contact for Human Resources related inquiries and requests.
  • Serves as Group Insurance Preparer (GIP).
  • Serves as Worker's Compensation Coordinator.
  • Keyboards and submits forms required for background investigations of applicants, employees, and service providers, including summary of Background Investigations forms and fingerprint cards.
  • Serves as State Employee's Retirement System (SERS) coordinator at facility.
  • Provides advice and interpretation and instruction to staff as to Human Resources procedures, eligibility for examinations, career development, tuition reimbursement, upward mobility, leaves of absence, Family Medical Leave Act (FMLA) and other employee concerns and issues.
  • Maintains files of employee job descriptions.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
