The Human Resources (HR) Policy Program Manager is responsible for overseeing all HR team members and functions. This position is integral to the creation, revision, and management of HR policies, ensuring compliance with legal standards and organizational goals. This role drives the development and implementation of HR policies, maintains accurate records, and ensures the HR department operates efficiently and effectively.

  • Lead and develop the HR team members, driving performance and accountability.
  • Oversee and initiate HR compliance projects, including record retention best practices, unemployment insurance and hearing responses, and other related areas.
  • Design and manage the HR policy development process.
  • Research/keep up on policies that may be needed that are not currently in place; make recommendations to Director and/or Vice President.
  • Implement a policy review group and develop a cadence for regular policy review and/or update.
  • Responsible for the content and revisions of PSA's Team Member Handbook and other HR-owned policies.
  • Ensure Human Resources team is working with PSA's Corporate Communications team to disseminate key changes in HR policies and procedures to impacted personnel.
  • Responsible for ensuring legal compliance with HR records and files, including maximizing PSA's electronic records system.
  • Responsible for ensuring timely responses to external information requests, including those from state and local governments, subpoenas, and employment verification requests.
  • Overall responsibility for the verification of employment responsibilities - managing the Equifax/TWN as well as the letters/info that are not handled through that system - developing letter templates.
  • Oversee and participate in special projects, as assigned, that encompass the breadth of HR functions.
  • Work with other departments to optimize company systems.
  • Responsible for the Company's Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs.
  • Performs other duties as assigned.
  • High school diploma or equivalent.
  • 3+ years HR Generalist experience.
  • In-depth knowledge of federal, state, and county laws.
  • Experience interpreting and applying legal requirements changes.
  • Experience working with HRIS/other related HR systems.
  • Advanced computer skills with Microsoft Office programs.
  • Strong communication skills - written and verbal.
  • Good project management skills to include process development/improvement.
  • Ability to speak/read/write in English.
  • If hired, must be able to demonstrate that you are authorized to work in the U.S.
  • PHR preferred.
