About The Position

The Human Resources Manager at Linn-Benton Community College plays a critical role in coordinating employee leaves and benefits, supporting the college's mission, vision, and values. This position involves supervising and managing employee benefits, leaves, and workers' compensation, while also providing support in the overall direction and management of the college's human resources and labor relations functions.

Requirements

  • Bachelor's degree in business, human resources, public administration, or related discipline with emphasis in personnel/human resources management.
  • Minimum of 3 years human resources experience that includes experience in employee benefits, leaves administration, workers compensation, or related employment functions.
  • Prior experience supervising staff.
  • Knowledge of practices and principles of human resources functions, policies and procedures, including employee leaves, benefits, and other personnel related topics.
  • Knowledge of ADA guidelines and processes for arranging accommodations.
  • Excellent communication skills (oral and written), including ability to communicate effectively to resolve conflicts and encourage teamwork.

  • Experience with Banner HR system software.

Responsibilities

  • Manage and monitor employee's protected leave eligibility and usage, ensuring timely notification to employees and supervisors when protected leave balances are nearing depletion.
  • Counsel staff planning a leave of absence regarding continuation of employee benefits when applicable.
  • Notify employees of their rights under Family Medical Leave Act/Oregon Family Leave Act/Paid Leave Oregon, bargaining agreements and college policies.
  • Monitor physician certifications and return to work status.
  • Supervise the college's workers' compensation program, including claims review and monitoring, work injuries and return-to-work program, job accommodation processes, and claims disposition agreements.
  • Work with employees and supervisors in preparing return-to-work plans and accommodations for injured employees.
  • Supervise the administration of the College's benefits programs including group insurance benefit offerings, optional benefits, 403(b) plans, flexible spending accounts, tuition waiver benefits, employee assistance program, and retirement benefit programs.
  • Ensure cost sharing is calculated in compliance with collective bargaining agreements.
  • Manage the annual plan selection process and communicate new plan information and rates.
  • Host general open enrollment information sessions and answer questions related to open enrollment throughout the open enrollment period.
  • Manage the college retirement and early retirement processes, including counseling staff preparing to retire.
  • Oversee the employee exit process for terminating employees and early retirees.
  • Counsel supervisors and employees on sensitive labor and employee relations matters, including performance issues and disciplinary actions.
  • Lead the development and ongoing maintenance of a college-wide hiring manual focusing on best practices for benefits and leaves management.
