About The Position

The HR Manager (HRM), provides administrative and operational support to the Native American Health Center’s (NAHC) Human Resources department. The HRM manages the employee relations, performance management, training, and leave of absences areas of the human resources department. The HRM also provides support in all functions and aspects of human resources. The Native American Health Center is an accredited institution and adheres to the standards of excellence set forth by the Accreditation Association of Ambulatory Health Care (AAAHC) and the Commission of Dental Accreditation (CODA).

Requirements

  • A Bachelor’s degree in Human Resources, Business Administration or related field is required.
  • Minimum of five years of experience in Human Resources Generalist role.
  • Knowledge of CA state and federal employment laws.
  • Knowledge of HR processes and best practices.
  • Proficiency in HR software systems such as Paycom, benefit carrier systems
  • Demonstrated strong technical skills - proficient in all MS Office tools (Excel, Word, PowerPoint)
  • Strong analytical skills with strong attention to detail.
  • Demonstrate ability to exercise sound independent judgment and to analyze and resolve problems.
  • Demonstrate ability to effectively manage time, interpersonal relationships, resources and information.
  • Ability to communicate in a clear, concise and effective manner verbally and orally.
  • Vaccination Level 0: Must be able to provide TB record. Physical and seasonal flu prior to start date.
  • Strong planning and organization skills with high attention to detail.
  • Work extremely well under pressure, meet multiple and often competing deadlines.
  • Must be able to meet set priorities as directed by supervisor.

Responsibilities

  • TRAINING & DEVELOPMENT: Analyzes current and offered trainings to ensure alignment with agency’s strategic goals and priorities.
  • Revamps current NAHC trainings, including supervisor trainings, with best practices incorporated.
  • In collaboration with Department Directors; screens, tests, counsels, and recommend employees for participation in internal or external educational and training programs.
  • Selects appropriate instructional procedures or methods such as individual training, group instruction, self-study, lectures, demonstrations, simulation exercises, role play, job aides and computer-based training.
  • Administers the organization’s Learning Management System in Paycom.
  • Conducts organizational and training needs assessments for emerging initiatives to identify competency gaps.
  • Create and contribute to agency communications that foster a continuous learning culture and increase clarity about the HR department strategic objectives.
  • CAREER MANAGEMENT: Creates an agency learning model with clear career pathways, which include mentorship. This includes managing NAHC position descriptions current and new.
  • Manage NAHC’s Executive Leadership Team 360 performance evaluation cycle.
  • Manage and revamp performance evaluation process to align with agency direction and compensation planning as necessary.
  • Oversees relevant budgets and/or grants (i.e. partnerships with learning institutions, etc.)
  • LEAVE OF ABSENCES: Administer mandated and non-mandated employee leaves of absences. Ensure compliance with state and federal regulations and NAHC policies. Process and maintain leave of absences paperwork and all supporting documentation.
  • EMPLOYEE RELATIONS: Lead, coach, and assist management and staff in the handling of employee relations issues following NAHC policies, and external regulations. Manage the labor relations communications between the Union, Management and employees on issue resolution, grievance procedures, NLRB charges etc.
  • Manage complaints and/or grievances and determination of appropriate disciplinary actions.
  • Conduct internal investigations, document findings/recommendations in accordance with established policy and recommend resolutions to management.
  • Maintain employee files as needed. File on bi-weekly basis.
  • Travel to Oakland and San Francisco sites as needed.
  • Employee Safety: Safely performs all duties; follows required protective protocols to ensure personal safety as well the safety of others.
  • Must maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches.
  • Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.
  • HIPAA: Keep all protected health information (PHI) confidential and abide by HIPAA policies for the release and disclosure of any PHI. Will report unauthorized use of disclosure of PHI immediately, to supervisor or HIPAA security officer.
  • Will work closely with the Senior HR Manager on day-to-day operations and managing department needs.
  • Work well under pressure, meet multiple and often competing deadlines.
  • At all times demonstrate cooperative behavior with supervisors, subordinates, colleagues, clients and the community.
  • Actively maintains current knowledge of California and federal employment laws, HR best practices, and health care workforce trends through ongoing training, professional development, and industry engagement, applying learnings to day-to-day HR operations, training support, and compliance reporting
  • Provides routine reporting and data insights related to assigned functional areas, including leaves of absence trends, employee relations activity, training participation, completion rates, and emerging workforce risks, supporting informed decision making and continuous improvement
  • Serves as a designated backup to the Senior Human Resources Manager, providing continuity of HR operations during absences, peak workload periods, or transitional needs.
  • Other duties as assigned by Supervisor.
