The HR Manager is responsible for managing and implementing both Human Resources and Environmental, Health & Safety policies, procedures, and programs for the facility. This role supports the overall development and compliance of HR functions, including recruitment, staff management, and training, while also ensuring the health, safety, and environmental practices at the site are aligned with regulatory requirements and corporate standards. The HR Manager will work closely with leadership to promote employee well-being, compliance, safety culture, and organizational effectiveness across the mill.

  • Set up and manage the HR department, providing leadership and oversight to the HR team while ensuring HR policies are adapted to the mill's specific needs and aligned with corporate goals.
  • Develop manpower plans, support workforce development, and lead recruitment processes for plant-level positions, ensuring timely hiring of qualified candidates.
  • Act as an impartial mediator in disciplinary procedures and employee relations issues.
  • Oversee the creation and delivery of training programs, including safety, regulatory, and HR-related initiatives.
  • Lead the performance management process, supporting supervisors in employee development, and conducting performance reviews.
  • Ensure compliance with all governmental HR-related requirements, such as EEO, ADA, FMLA, OSHA, and worker compensation laws.
  • Champion and promote a positive organizational culture that aligns with company goals, fosters employee satisfaction, and supports business success.
  • Maintain and continuously improve HR policies to ensure compliance with legal requirements and enhance operational efficiency.
  • Foster a safety-first culture by leading safety initiatives, promoting continuous improvement, and monitoring the effectiveness of safety programs.
  • Lead safety orientation and ongoing training programs for all employees.
  • Ensure compliance with environmental and safety regulations, including OSHA and local environmental laws.
  • Conduct regular safety audits and investigations of incidents, recording findings and corrective actions.
  • Lead investigations into safety incidents, determining root causes and implementing corrective measures to prevent recurrence.
  • Coordinate emergency preparedness and response plans, ensuring the mill is prepared for potential safety or environmental emergencies.
  • Bachelor's Degree required.
  • At least 5 years of experience in human resources management including a minimum of three years in conflict/emergency locations.
  • At least 5 years of experience supporting Mill/Plant wide EHS initiatives.
  • Hazmat operator's certification 40+hours and First Aid are a plus.
  • SPHR or SHRM - SCP preferred.
  • MS Office Suite Experience; HRIS system experience.
