The HR Manager assists the Director of HR in coordination of HR, compliance, and on-boarding training operations including hiring, onboarding, staff relations, leave of absences, payroll, benefits, termination, clinic insurance, as well as helping the clinic maintain compliance with City, County, State and Federal regulations.

  • Solicits and listens to staff concerns; takes an active role in resolving conflicts.
  • Provides information, or facilitates staff’s ability to obtain information, about benefits, payroll, compensation, training, ergonomic workplace setup and other employer programs and services.
  • Assists with internal investigations and works with management to develop, recommend, and initiate appropriate evaluations, disciplinary actions and resolutions to various staff relation matters, including supportive measures, documentation, termination, etc.
  • May serve as a neutral party mediator as necessary to resolve conflicts between staff members.
  • Provides practical, consistent, and proactive support, direction and advice to staff on HR policies and procedures.
  • Serves as a Gender Transition Support Liaison to ensure successful transition in the workplace.
  • Support with organizing staff appreciation and morale support activities including regular org-sponsored lunches, birthday and/or holiday celebrations, staff Appreciation Events & Opportunities and staff retreats.
  • Supports managers and staff in completing timecards in ADP in a timely manner, ensuring they are accurate and approved.
  • Assists Director of HR in posting positions, recruitment, hiring, and onboarding processes.
  • Maintains Master Staffing Spreadsheet.
  • Train employees in understanding their benefits options, and support employees in enrolling into various benefits.
  • Support employees in utilizing workers compensation benefits in the moment and staff ergonomics.
  • Provide employee support in understanding their leave options and how to apply for SDI.
  • Maintains up-to-date personnel records as files are received.
  • Facilitates organizational learning and development, retention strategies, succession planning and career development.
  • Supports the assignment of staff in the assignment and completion of all onboarding and recurrent trainings.
  • Tracks and follow-ups with staff to ensure everyone is up to date on annual trainings.
  • Assesses the needs of personnel through evaluations, surveys, focus groups, collaboration with agency leadership, and quality improvement data.
  • Develop and conduct trainings and educational presentations.
  • Assists with the development of site-specific policies and procedures.
  • Supports HR and organizational compliance, ensuring all policies comply with Federal, State, and City law.
  • Provides training on Incident Reporting to staff and may support staff in completing Incident Reports.
  • Maintains a database of contractors, volunteers, interns, and students as well as maintaining required documents for volunteer, intern, and student files.
  • Bachelor’s degree in related field, or 4 years’ equivalent work experience.
  • Minimum of 2 years of HR experience.
  • Ability to maintain and update confidential information.
  • Experience working with lesbian, bisexual, transgender, gender non-conforming, non-binary, and intersex communities.
  • Experience working with populations with varying lifestyles, disabilities, racial, ethnic and cultural backgrounds and economic statuses.
  • Experience working with people who do sex work, those experiencing homelessness, people who have challenges with mentally illness and/or using drugs, those of with a history of incarceration, people of varying ages.
  • An interest in and commitment to gender affirming health care and health care access for underserved populations.
  • Excellent Data Entry skills.
  • Must be adaptable and flexible in dealing with a variety of people.
  • Ability to resolve problems, handle conflict and make effective decisions under pressure.
  • Excellent communication, interpersonal, conflict-resolution, and de-escalation skills, both written and verbal.
  • PHR, SHRM-CP, or other relevant certification.
  • 1+ year(s) employment in a union environment.
  • Experience with ADP.
  • Background in compliance or auditing.
  • Experience working with subject matter experts to create training content.
  • Experience developing and providing training to adult learners.
  • Knowledge of healthcare, behavioral healthcare, and substance use disorder treatment system.
  • Supervisory skills and experience.
  • Advanced knowledge of local, state, and federal employment law.
  • Knowledge of leave of absence laws, including FMLA, CFRA and accommodations under the ADA.
  • Experience with benefits administration and organization insurance, including malpractice coverage.
  • Experience with the Workers Compensation process.
  • Advanced use in MS Office (e.g. Excel, Word).
  • Advanced knowledge of HRIS systems and creation of HRIS reports.
  • Competitive salary range of $85-90K depending on experience.
  • Hybrid work environment (4 days in person, 1 remote).
  • Exempt management position.
