The Human Resources Manager II at Austin Public Health is responsible for overseeing all aspects of human resources practices and processes, ensuring a productive, engaging, and compliant work environment. This role involves managing employee relations, compliance, talent acquisition, and strategic human resource management, while working closely with leadership to align HR strategies with business objectives.

  • Oversee all aspects of human resources practices and processes.
  • Manage employee relations and compliance.

  • Develop and implement standard operating practices and procedures.

  • Serve as a liaison and advisor within the department and between HR and other City departments.
  • Bachelor's degree from an accredited college or university in a related field.
  • Six years of related HR experience, including two years in a supervisory capacity.
  • Strong knowledge of Federal, State, and Local laws governing personnel and employment practices.
  • Experience in data analysis and problem-solving.
  • Excellent oral and written communication skills.
  • PHR, SHRM, or IPMA-HR certifications.
  • Direct experience in full cycle Talent Acquisition and Employee Relations.
  • Strong background in organizational development and employee development.
  • Prior public sector supervisory/managerial experience.
