About The Position

Under the supervision of the Staff Director, the Human Resources Manager will act as the in-house manager of all accounts, personnel, and payroll.

Requirements

• Applicants must have at least four years of full-time, or equivalent part-time, experience managing human resources or personnel issues.
• An advanced degree in a related field may be substituted for one year of the required experience.
• Able to multitask, prioritize, and meet deadlines.
• Ability to review, analyze, and compare data for accuracy, completeness, and consistency to then draw conclusions and make appropriate recommendations.
• Technically savvy-proficient usage of Google Suite, Zoom, Microsoft Office, and demonstrated ability and understanding to fully utilize HR systems, including the City of Boston’s HR/CMS.
• Ability to handle confidential information with sensitivity.
• Understanding of and commitment to diversify and the importance of shaping and developing a positive inclusive, and supportive work culture.
• Ability to supply excellent service to employees and always remaining professional and courteous in internal and external communications.
• Strong time-management skills, ability to meet deadlines, multi-task, set priorities and manage time effectively.

Responsibilities

• Recruiting, interviewing, and facilitating the hiring of qualified job applicants for Open Central Staff positions.
• Processing time keeping and personnel transactions, including departmental payroll, onboarding, offboarding, employee updates, salary adjustments, leave time, etc., efficiently and effectively utilizing appropriate technologies.
• Conducting or assisting with one-on-one employee onboarding and offboarding for all Council staff and City Councilors.
• Tracking and monitoring Council office expenditures.
• Working in collaboration with the Staff Director to monitor budget expenditures, process and set up all new hires into the City Council, and develop any relevant vendor contracts.
• Maintaining accurate financial, administrative, and personnel records according to the Council’s file plan and performing periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately; ensuring proper disposition of and archiving of these records; initiating, reviewing, and making recommendations for modernization of this function.
• Answering frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; assisting in triaging and escalating more complex issues and complaints to the Staff Director, and support departments.
• Attending city department meetings regarding new office procedures and city initiatives, and providing written reports to the Staff Director, Councilors, and/or staff.
• Planning and supporting office-wide communications of HR related items, including benefits open enrollment and annual compliance.
• Tracking and ensuring compliance with internal and external policy requirements for all staff.
• Maintaining knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; reviewing policies and practices annually and advising the Staff Director on such.
• Working with the Central Staff Director and Counsel to ensure collaboration with the State Ethics Commission for trainings to provide guidance to Councilors and employees.
• Assisting and advising the Staff Director in recommending best practices regarding recruitment, staffing, leave, and employee matters to the Council President and Council Offices.
• Serving as the City Council liaison to City HR, Retirement, and Benefits offices.
• Maintaining a high standard of HR professionalism in representing the City Council in all interactions with colleagues, partners, and applicants.
• Maintaining the integrity and confidentiality of human resources files and records.
• Supporting the general administration and operations of the City Council as part of the Central Staff team, and participating in team planning to develop and strengthen procedures that increase efficient Council support services.
• Performing other duties as assigned by the Council or Staff Director.
