Classification: NON-EXEMPT | Status & Schedule: PART-TIME, 20-HRS/WEEK, GENERALLY MONDAY – FRIDAY, BUT MAY INCLUDE ADDITIONAL HOURS TO MEET THE NEEDS OF THE POSITION Location: HYBRID, this position works mostly remote but must report to Coos Bay and North Bend work locations Salary: $26 - $31/HOURLY Department: HR | Reports to: HR DIRECTOR | Supervision Exercised: NON-SUPERVISORY Job Purpose: HR Generalist This position provides operational HR support focused on employee relations, compliance, performance management, leave administration, and HR infrastructure, ensuring consistent policy application, documentation rigor, regulatory compliance, and workforce process integrity across DOCS Management Services and supported entities.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience)
  • Minimum two to three years of HR Generalist-level experience
  • Strong interpersonal and communication skills required
  • Demonstrated knowledge of employment law and compliance frameworks
  • Experience managing employee relations documentation
  • Strong analytical and organizational skills
  • Ability to exercise discretion with confidential information
  • Knowledge of federal, state, and local employment laws and related compliance requirements (e.g., wage and hour, leave administration, discrimination, retaliation)
  • Knowledge of employee relations documentation standards, performance management principles, and progressive discipline practices
  • Knowledge of HR metrics, reporting methods, and confidentiality requirements governing personnel information
  • Skill in interpreting and applying employment law and organizational policy to workplace situations
  • Skill in drafting clear, objective, and legally sound documentation
  • Skill in identifying compliance risks and recommending corrective action
  • Skill in coaching supervisors on performance management and documentation practices
  • Skill in analyzing workforce data and employee relations trends
  • Ability to apply policies consistently and operationalize regulatory requirements
  • Ability to exercise sound judgment in sensitive or complex matters
  • Ability to synthesize information into practical, actionable recommendations

  • Proficient in Microsoft Office Suite and Windows Operating System (OS)
  • Training in or awareness of Health Literacy, Poverty Informed, Systemic Oppression, language access and the use of healthcare interpreters, uses of data to drive health equity, Cultural Awareness, Trauma-Informed Care, Adverse Childhood Experiences (ACEs), Culturally and Linguistically Appropriate Service (CLAS) Standards, and universal access
  • Knowledge and understanding of how the positions’ responsibilities contribute to the department and company goals and mission
  • Knowledge of federal and state laws including OSHA, HIPAA, Waste Fraud and Abuse

Nice To Haves

Responsibilities

  • HR Operations
  • Employee Relations & Performance Management
  • Serve as primary point of contact for routine employee relations matters
  • Conduct intake and preliminary review of workplace concerns
  • Provide coaching to supervisors on documentation and corrective action
  • Draft disciplinary documentation and performance improvement plans (PIPs)
  • Support consistent application of policies across departments
  • Escalate complex or high-risk matters to HR Director
  • Compliance & Risk Mitigation
  • Monitor compliance with federal, state, and local employment laws
  • Maintain personnel file integrity and audit readiness
  • Track mandatory training and licensure compliance (as applicable)
  • Support internal audits and policy updates
  • Maintain required labor law postings
  • Assist with regulatory reporting and documentation
  • Leave & Accommodation Administration
  • Administer FMLA and applicable state leave tracking
  • Coordinate the interactive process for ADA accommodations
  • Maintain confidential leave records
  • Partner with payroll on leave pay coordination
  • Escalate complex cases to HR Director
  • HR Operations & Lifecycle Administration (Post-Onboarding)
  • Process employee status changes (promotions, pay changes, transfers)
  • Maintain HRIS data accuracy and reporting
  • Manage offboarding logistics (separations, exit interviews, documentation)
  • Coordinate final pay processing with payroll
  • Track probationary and evaluation timelines
  • Performance Cycle Administration
  • Coordinate annual performance review process logistics
  • Track evaluation completion and documentation compliance
  • Maintain performance documentation records
  • Culture & Workforce Support
  • Support employee engagement initiatives
  • Assist with internal HR communications
  • Partner with leadership on workforce planning data and reporting
  • Participate in quality and organizational process improvement activities and teams when requested
  • Ensure compliance with company policies and procedures as applicable to area(s) of responsibility
  • Handle confidential information and materials appropriately and maintain a secure work area
