About The Position

This position is responsible, professional level administration, coordination and evaluation of the human resources function to include processing payroll and employee benefits and other human resources activities involving compliance with federal, state and local regulations.

Requirements

  • Associate Degree.
  • Three (3) years of experience in administrative work preferably in Human Resources function.
  • A comparable amount of training, education or experience can be substituted for the minimum qualifications.

Responsibilities

  • Prepares and maintains employee records assuring compliance with federal, state and local law and regulations.
  • Adjusts time sheets for compliance with City policies, ordinances and labor contracts.
  • Enters and updates data in the systems to ensure accurate and timely processing of employee information.
  • Guards confidentiality of all personnel records.
  • Accesses, inputs and retrieves information from the EDP System.
  • Handles all financial coding and reconciles all invoices weekly and monthly.
  • Codes all invoices and creates check requests and purchase orders as needed.
  • Generates and files FMLA paperwork and tracks hours as needed.
  • Communicates with benefit service providers concerning employee coverage issues, escalates to Human Resources Manager as needed.
  • Assists with COBRA compliance by reporting COBRA qualifying events to COBRA administrator at the direction of the Human Resources Manager.
  • Assists in health, dental, vision and life insurance enrollments.
  • Assists with recruitment effort by maintaining application files, contacting applicants for interviews, coordinating interview schedules, and generating applicable correspondences.
  • Assists with updating job descriptions as needed.
  • Assists with employee onboarding by submitting background investigations, contacting personal references, and processing appropriate paper work.
  • Trains new employees on time keeping system and employee self-service portal.
  • Assists in coordinating events for staff and public.
  • Assists in maintaining Human Resources section of City's website and intranet.
  • Processes E-Verify on all new employees for I-9 compliance and maintains I-9 records.
  • Trained as backup for payroll processing.
  • Performs other related duties as required/assigned.
