About The Position

Under the supervision of the Human Resources Manager, the Human Resources Generalist is responsible for a range of personnel-related activities within all areas of the department, including training, performance management, selection, and staffing, with a primary focus on employee/labor relations. The Incumbent collaborates with the County's central Department of Human Resources as a departmental liaison.

Requirements

• Bachelor's Degree in Human Resources or a related field.
• Two (2) years of professional experience in human resources administration.
• An equivalent combination of education and experience may be substituted.
• Experience in Labor/Employee Relations e.g., grievance processes, employee investigations, and/or progressive discipline is preferred.
• SHRM and/or HRCI certification is a plus.

Responsibilities

• Responds to employee and management questions and concerns regarding bargaining unit agreements and County and departmental policies and procedures.
• Ensures compliance with employment laws, regulations, policies, and contractual provisions.
• Coordinates with the Department of Human Resources to conduct investigations related to a variety of employee issues and complaints.
• Guides managers and supervisors in performance management activities including the development and monitoring of performance improvement plans.
• Conducts training needs assessments and implements training programs related to labor relations.
• Facilitates and oversees leaves of absences and ensures compliance with County and Department policies and procedures.
• Manages the interactive process under the ADAA to provide reasonable, effective accommodations for employees and candidates for employment.
• Consults with department managers on staffing needs; conducts compensation and job analysis to determine content and requirements for various department positions.
• Ensures union bids are posted in accordance with bargaining unit agreements.
• May conduct interviews for applicant selection and employee promotions.
• Maintains department personnel files in accordance with appropriate retention schedules.
• May represent the department at personnel-related hearings including disciplinary hearings, grievance hearings, arbitrations, unemployment compensation hearings and other legal proceedings as required.
• Tracks employee grievances and participates in the grievance resolution process.
• Works with the Department of Human Resources and the County Law Department on responses to complaints filed through external agencies (e.g. Equal Employment Opportunity Commission (EEOC), Pennsylvania Human Relations Commission (PHRC), etc.).
• Manages employee programs and projects as assigned.
• Performs other related duties as required or requested.

Benefits

• Salary $50,000- $58,000 per year commensurate with experience.
