About The Position

The Cooperative Agricultural Support Services (CASS) is a Joint Powers Authority that was originally formed as a partnership between the California Department of Food and Agriculture (CDFA) and the Counties of Yolo and Trinity. Since then, CASS' services have expanded throughout California to support the agricultural industry and the consumers of its products by providing human resources and administrative support services. CASS' program activities include agricultural inspection, pest prevention and other programs administered by CDFA, county agricultural commissioners, and other public agencies. We are seeking an enthusiastic and eager to learn Human Resources (HR) Generalist/Senior Generalist to join our Human Resources Department. This position reports directly to the Executive Officer/HR Manager.

Requirements

  • 3 or more years of experience in Human Resources.
  • Bachelor's Degree in Human Resource Management, Business Management, Psychology, or related field.
  • Knowledge of and ability to understand/interpret California employment law.
  • Excellent inter-personal skills and the ability to interact with all levels of the organization, client management, outside agencies, and public.
  • Strong verbal, written and interpersonal communication skills as well as good facilitation and presentation skills.
  • Understanding of principles and practices of human resources discipline.
  • Knowledge of pertinent state and local laws, codes, and regulations related to human resources.
  • Ability to perform a full range of human resources work involving the use of independent judgment and personal initiative.
  • Ability to maintain accurate, confidential, and complete employee records.
  • Ability to research, compile, analyze, and interpret data in the preparation of human resources reports.
  • Ability to multi-task with frequent interruptions and a high degree of employee contact.
  • Ability to exercise good judgment and maintain confidentiality in maintaining critical and sensitive information, records, and reports.
  • Ability to organize work to meet priorities and deadlines.
  • Demonstrate an awareness and appreciation of the cultural diversity of the community.

Responsibilities

  • Responds to inquiries from managers and supervisors regarding employee issues, human resource policies, practices, procedures, and benefits.
  • Conducts investigations into employee relations issues and concerns. Makes recommendations to the Human Resources Manager for resolution of employee relations issues and concerns.
  • Implements recruitment plans, prepares technical materials, contacts organizations and media to advertise recruitments, screens applications, organizes, schedules, and conducts interviews, and coordinates interview panels as required.
  • Research policies, laws, and procedures to answer questions and respond to requests for information; explains and applies interpretations of human resources procedures, policies, and rules.
  • Assists Human Resources Manager or designee with design, implementation, and delivery of training to all employees as needed.
  • Assists in the development and implementation of systems and procedures pertaining to human resource functions and operations.
  • Prepares and maintains a variety of files, logs, spreadsheets, and records including those pertaining to investigation, complaints, and recruitments.
  • Prepares reports and spreadsheets identifying those employees requiring an evaluation and step increase; contacts affected department regarding employee performance evaluation procedures including timeline and completion dates. May participate in performance evaluation meetings.
  • Participates in new employee orientation activities; provides new employees with hiring and benefits paperwork; makes presentations regarding benefits; explains coverage and programs; processes appropriate forms and coordinates activities with related departments and/or outside agencies.
  • Assists in the performance of classification studies, develops, or revises job descriptions, gathers, and compiles salary and benefit data, organizes and presents information.
  • Assists with workers compensation administration; works with workers comp provider and related entities.
  • Plans, develops, and conducts routine training sessions.
  • Represents CASS at job fairs and other employment related functions.
  • Prepares, processes, and ensures timely processing of unemployment, disability, and death claims; maintains follow-up on all claims.
