About The Position

The Human Resources Generalist – Leave Management supports the organization by administering and coordinating employee leave programs to ensure compliance with federal, state, and local regulations while promoting a fair and consistent approach to employee absences. This position serves as a resource to managers and employees on leave-related matters, including FMLA, ADA accommodations, and other protected and non-protected leaves. The role provides guidance on policy interpretation, manages leave cases, and ensures accurate documentation and communication throughout the leave process to support both employee needs and organizational operations.

Requirements

  • Knowledge of Principles, practices, and standards of human resources management.
  • Extensive knowledge of the leave requirements and other legal protections afforded by the FMLA, ADA, and other applicable laws.
  • Obtaining, verifying, and evaluating general and statistical information.
  • Research techniques and report writing.
  • Applicable states and federal labor laws.
  • Analytical techniques applied to human resources management.
  • Computer software and HRIS data bases used in collection and analysis.
  • Skill in Intermediate level in Microsoft Word, Excel and Proficient use of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Mathematical accuracy used for analysis.
  • Excellent organizational skills and attention to detail.
  • Ability to Establish and maintain effective working relationships with a wide variety of individuals at all levels of the organization and the public.
  • Follow written and verbal instructions.
  • Communicate clearly and concisely both orally and in writing with tact and sensitivity.
  • Exercise sound judgment within the framework of policies, protocols, and service standards.
  • Work independently.
  • Prioritize and manage multiple tasks and projects under strict timelines.
  • Interpret, apply, and explain rules regulations, policies, and procedures.
  • Bachelor’s degree in human resources, industrial psychology, or related field and three (3) to five (5) years in a Human Resources position requiring research, report writing and analysis; or any combination of education, training or experience that demonstrates the ability to perform the duties of the position.
  • Experience in a public sector or unionized environment required.
  • Regular, dependable attendance required.
  • A valid driver’s license from state of residence and a good driving record are preferred.
  • Must be able to comply with C-TRAN’s nonsmoking policy and work in a nonsmoking work environment.
  • Must maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.
  • Must promote and model safety within the department and agencywide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assisting in safety training documentation, and certification record keeping.
  • Immigration Reform and Control Act of 1986. If selected for the position, documentation that you are a United States citizen, or an alien lawfully authorized to work in the United States will be required to establish your identity and work authorization in accordance with the employer’s obligation under the Immigration Reform and Control Act of 1986.
  • Criminal Background Investigation. If selected for this position, employment will be conditional, pending completion of a criminal background investigation.
  • Public Disclosure Policy No. 510 All employees are required to retain public records, in accordance with C-TRAN’s Public Disclosure Policy No. 510. A public record is defined in RCW 42.56.010(3) as any writing that is prepared, owned, used, or retained by any state or local government agency, and which contains information that relates to the conduct of government, or the performance of any governmental or proprietary function. The term “writing” is broadly defined in the Public Records Act, to include not only traditional written records, but also photos, maps, videos, voicemails, webpage and social media content, emails, text messages and tweets (RCW 42.56.010(4)).

Responsibilities

  • Serves as a point of contact for employees, managers, and HR partners, providing information and updates on leave procedures and laws.
  • Monitors, tracks, and administers leave of absences to ensure compliance with federal and state laws, bargaining agreements, policies, and procedures.
  • Keep accurate records of leave status and communicate with both HR and other department staff regarding the impacts of leaves of absences.
  • Ensure accurate HRIS time and absence of coding in partnership with analysts, timekeepers, and payroll.
  • Oversee the return-to-work procedures including fitness-for-duty and DOT medical exams, drug testing and re-training requirements.
  • Provide restriction letters when necessary.
  • Reviews, interprets, and ensures compliance with rules, regulations, policies, and procedures.
  • Participates in the creation and recommendation of policies and procedures.
  • Conducts studies, performs research, and prepares reports on a broad range of human resources issues.
  • Ensure legal compliance by keeping up on changes and additions to state and federal and state laws including but not limited to employment boards for all locations.
  • Serves as backup to other HR Generalist duties.
  • Preserves confidentiality of employee medical documentation and files.
  • Other duties as assigned.
  • Must adhere to departmental standards in regard to confidentiality and other privacy issues.
