About The Position

The Human Resources Director for the City of Green Bay is responsible for overseeing the daily operations of the human resources department, including the development and coordination of HR programs. This role involves budget planning, labor relations, employee benefits management, and ensuring compliance with employment laws and regulations. The director will also supervise HR staff, develop departmental policies, and advise city officials on personnel matters.

Requirements

  • Knowledge of employment and labor law and labor negotiation processes in the public sector.
  • Knowledge of EEOC regulations regarding recruitment and selection.
  • Knowledge of public personnel administration principles and practices.
  • Knowledge of local government organization and departmental operating requirements.
  • Ability to utilize a computer and required software.
  • Strong interpersonal communication skills, both verbal and written.
  • Ability to negotiate labor agreements and provide supervision to staff.

Responsibilities

  • Plan, direct, administer, and monitor day-to-day operations of human resources programs.
  • Plan annual budget and control expenses for the department; present budget to City Council.
  • Serve as Chief Negotiator for assigned labor agreements and provide labor relations direction.
  • Coordinate and monitor benefit programs and make recommendations on current and proposed programs.
  • Oversee development and implementation of health and dental insurance initiatives.
  • Hire, supervise, and evaluate HR staff to maintain efficiency and quality of work.
  • Plan long-range goals and objectives for the department.
  • Develop and enforce personnel policies and procedures, ensuring compliance with laws and regulations.
  • Advise Mayor and elected officials on personnel matters and labor relations issues.
  • Direct and monitor recruitment, selection, and placement of City personnel.
