The City of Shawnee, Kansas is recruiting its next Human Resources Director - a strategic, people -focused leader with the expertise to guide citywide HR operations and help shape a positive, high -performing workplace. This is a professional position with a high degree of responsibility for the strategic direction, as well as the oversight of the operational aspects, of the human resources functions for the City. These aspects include recruitment, compensation and benefits, employee relations, legal compliance, workers compensation, policy implementation, training and the employee communications program. This position serves on the City's management team and is a key player in critical decisions that impact City employees. The City Manager provides general supervision and guidance. Work is normally performed with latitude for independent decision -making within guidelines of policies and procedures. The position requires frequent internal and external contact with citizens, City employees, and other public agencies. Interaction may require considerable public relations skill and may have a significant impact on the public or employee perception of the City. The hiring range for this full -time exempt position is $140,000 -$165,000 annually (DOQ).

  • Oversees the selection, training, evaluation and development of Human Resources personnel.
  • Responsible for the development of divisional goals and objectives for the Human Resources Division, develops action plans for implementation, and monitors progress.
  • The position will work collaboratively with the City Manager and Department Heads towards implementing the long -term vision for the City; and, toward cooperative problem -solving approaches to common issues.
  • Develops and administers the division's annual budget.
  • Serves as the employee relations point person for the Administration Office, as well as any divisions that report through that office.
  • Updates the Personnel Manual incorporating revisions required due to changes in the law, City or departmental policy, as well as those recommended by departments and approved by the City Manager.
  • Oversees the City's compensation program and pay plan.
  • Administers the City's benefits negotiations and annual renewal.
  • Coordinates topics, locations, trainers, and methods for annual employee training.
  • Responsible for communication to employees regarding employment -related topics.
  • Conducts exit interviews with employees.
  • Serves as a Trustee for the City's Supplemental Pension Plan.
  • Performs other related duties as assigned or requested.
  • Bachelor's Degree from an accredited college or university with major study in human resources management or closely related field.
  • Five (5) to seven (7) years experience in Human Resources with demonstrated advancement through increasing responsibility required
  • Or any combination of education and experience that provides the knowledge, skills and abilities to successfully perform the responsibilities identified in this job description.
  • The incumbent in this position is required to receive communication related to City business via a smart phone.
  • Master’s degree and/or HR Certification (PHR/SPHR, SHRM -CP/SPC) preferred.
  • at least ten (10) years experience preferred.
  • The hiring range for this full -time exempt position is $140,000 -$165,000 annually (DOQ).
