The Director of Human Resources (HR) reports to the CFO and has oversight for creating and implementing Lighthouse Louisiana’s human resources policies and activities in support of the organization’s mission and strategic human resource management platform. The HR Director’s primary functions include the overall management of talent acquisition, employee development, employee retention, benefits management, performance management, onboarding, policy development and implementation, employment law compliance and payroll functions. This position requires an extremely perceptive individual who can relate to individuals at all levels within the organization. The HR Director will be responsible for the following core job duties: Administer various human resource plans and strategies in the management of the Lighthouse’s human resources operations, including developing and implementing personnel-related strategies and handling all employee related initiatives (i.e., recruitment, onboarding, performance management, promotions, exit interviews, etc.) in alignment with the business operations. Regularly and proactively, engage with all employees within the organization. Review and revise policies and procedures included in the employee handbook as needed. Monitor and ensure compliance with federal, state, and local employment laws and regulations, and recommend best practices; review and modify policies and practices to maintain compliance. Support employee professional development throughout the year in both required training topics and elective training for professional development. Coordinate with management to identify relevant topics and maintain a training and professional development tracking system. Serve as administrator for the automated payroll system and HR information system (HRIS) ensuring that the system(s) meet(s) the organization's personnel information needs. Serve as administrator for the performance evaluation system, including coordination of employee performance reviews. Proactively provide assistance to management staff as necessary. Staffing: Develop strategies for, and lead, recruiting and hiring throughout the entire process from personnel request to onboarding and orientation. Post and disseminate information about job openings internally and externally to develop a diverse and qualified applicant pool. Support hiring managers in the process of screening, interviewing, and making offers of employment, including processing any required background checks, drug screens, motor vehicle reports, or assuring federal suitability requirements are initiated and met as appropriate. Develop and implement systems to coordinate onboarding of new employees with hiring managers and other support staff to ensure employee understands employment guidelines, has the tools necessary for successful job performance, receives appropriate training, and is oriented to the facility. 2. Ensure adherence to all hiring processes and best practices. 3. Manage compliance with all federal, state, and local employment laws regarding recruitment. Compensation and Benefits Management: Manage and track employee compensation. Provide insight and recommendations on the development and administration of the organization's compensation program. Oversee benefit enrollment for new employees during the onboarding process. Oversee management of the HRIS, including leaves of absence, benefit invoice reconciliations, and rollout of other platforms as needed to support personnel relations. Oversee the management of benefits open enrollment. Work closely with external benefits administrator(s) to ensure compliance with all laws and reporting requirements. HR Compliance: Ensure organizational compliance, required data collection, and reporting for HR employment related regulations (i.e., AbilityOne, Veterans, unemployment, Affordable Care; as well as with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions. Ensure compliance with National Industries for the Blind reporting requirements and audit activities. Review and approve all benefits Forms 5500s for submission to appropriate federal/state agencies. Oversee the review and approval process of Americans with Disabilities Act Tax Forms. Payroll Functions: Supervise HR Specialist and ensure they are adequately trained in all aspects of their duties. Review and confirm all personnel actions that have been submitted on approved personnel action forms to ensure accuracy and appropriateness. Oversee, review, and approve bi-weekly payroll processing. Supervise Payroll staff within the HR Department. The HR Director shall be responsible for performing all other duties as assigned to support the organization.
