About The Position

The Human Resources Director is responsible for directing and coordinating the functions of the Human Resources Department within Tarrant County. This role involves planning and directing the activities of staff engaged in various programs, including compensation, recruitment, staff and organizational development, community and volunteer relations, employee relations, wellness programs, and employee and retiree benefits. The Director will assist all County departments in interpreting and consistently applying Civil Service Rules, Salary Administration Guidelines, and other policies developed in accordance with state and federal regulations. The position is critical in ensuring that the County's human resources policies align with legal requirements and best practices. In this role, the Director will manage the daily operations of the Human Resources Department, overseeing areas such as compensation, recruitment, and employee relations. The Director will also review and make recommendations to the County Administrator regarding employment policy development and Human Resources policies and procedures, consulting with legal counsel as necessary. As the Civil Service Secretary and Custodian of Tarrant County Human Resources records, the Director will work closely with department heads and elected officials, providing counsel on human resources-related matters. The Director will participate in the development and administration of County government policies, setting long-range goals and objectives. This includes conferring with the County Administrator on employment matters, benefits, compensation, and general human resources issues. The Director will also plan, organize, and execute compliance programs, cooperating with local, state, and federal government agencies to enforce statutes. Additionally, the Director will oversee recruitment processes, prepare and present the Human Resources annual budget, and perform all other related duties necessary for the efficient operation of the Human Resources department.
