About The Position

Under the direction of the Director of Human Resources & Risk Management and/or designee, position provides strategic support for Human Resources related services by providing consultative advice and administrative support aligned with advancing the objectives of assigned departments.  Areas of responsibilities include recruitment, orientation, onboarding and offboarding, classification/compensation, performance evaluation notifications and tracking, maintenance of personnel records, Family Medical Leave Act, the City's DOT/CDL Program, Workers' Compensation Program, Leave Administration and Safety.  Advises departments on personnel policies and procedures and ensures compliance with personnel rules and regulations.

Requirements

  • Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor’s Degree in Human Resources, Public Administration, Organizational Development, or related field, and three (3) to five (5) years of work related experience are required.
  • Must possess good oral and written communication skills.
  • Must be able to read and understand Federal and State regulations, and City policies and procedure manuals.
  • Must be able to communicate and present oneself in a professional manner, and have the ability to successfully work with confidential information, such as personal and protected information.
  • Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
  • Ability to remain up-to-date on Federal, State and City regulations, best practices and policies affecting department activities.
  • Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, media, and the general public.
  • Ability to perform basic mathematical equations necessary to perform budget, benefits and procurement analyses.
  • Ability to use Microsoft Office (e.g. Word, Excel, Power Point, etc.).
  • Must possess a valid Texas Class C driver license.
  • Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen, Physical Examination, and applicable Background Checks.

Nice To Haves

  • A Professional in Human Resources (PHR) or Society of Human Resources Management-Certified Professional (SHRM-CP) designation is preferred.

Responsibilities

  • Responsible for City's recruitment and employee on-boarding.
  • Completes and processes employment paperwork for new hires, promotions, separations, allowances and wage garnishments; ensures paperwork is properly completed in a timely manner; ensures personnel files are prepared in accordance with policies and procedures. Conducts new hire orientation.
  • Responds to questions from staff regarding standard human resources policies and procedures; assists staff in resolving problems associated with the processing of human resources forms; ensures compliance with human resources policies and procedures and escalates issues to the Human Resources Director.
  • Schedules and oversees annual performance evaluations and 6 month evaluations for new employees by notifying supervisors of due dates and tracking evaluations. Coordinates compliance training (every 2 years) for all City employees and assigns and monitors compliance training for new employees.
  • Performs administrative duties related to positions/employees, including but not limited to maintaining position control. Provides HR related analytical support and data analysis, performs compensation/position related research, and prepares compensation and/or HR related reports. Assists with global payroll changes and provides support for compensation planning, administration, and processing.
  • Administers the city’s workers’ compensation program; enters, tracks and monitors employee injuries, resolves billing issues, ensures timely filing of required workers’ compensation forms; monitors payroll for employees on leave; assists departments with return-to-work and limited duty programs. Maintains ongoing contact with injured employee through the duration of the claim and serve as a liaison between the insurance adjuster and the injured employee as needed. Conducts safety investigations and inspections. Assist with the creation on safety programs.
  • Administers Family Medical Leave requests, documentation, tracking and return to work. Administers the City’s DOT/CDL program; conduct random drug screenings and clearinghouse queries. Assist with internal and external audits as needed. Coordinates annual Motor Vehicle Report audit. Administer vacation leave donation program.
  • Assists in the development and implementation of human resources programs, special events, and other projects as assigned. Performs additional duties as assigned.
