About The Position

This position is located in the Human Resources Division of EMBARK and is under the general direction of a People Manager. The HCM Analyst is responsible for managing HRIS and HCM systems, and ensuring compliance with applicable laws, policies, and collective bargaining agreements and acting as the payroll officer for the Division. The role includes auditing and validating data, maintaining system configurations, generating reports, and supporting HR-related reporting and automation. The analyst works closely with Payroll, IT, and Finance to ensure data integrity and timely payroll processing. The employee works independently, with complex issues reviewed by the People Manager and in coordination with the City of Oklahoma City Payroll and HRIS staff.

Requirements

  • Knowledge of payroll processing, HRIS systems, timekeeping systems and HCM administration.
  • Knowledge of federal and state payroll and employment laws.
  • Skill in using HCM, Timekeeping, SharePoint, Power BI and Microsoft Office applications.
  • Skills in creating ad-hoc queries using query design tools available in common enterprise HR systems, data analysis, reporting, and system auditing.
  • Ability to design reports using tools such as Oracle BI Publisher, Crystal Reports or Microsoft Access, Excel, and Power BI.
  • Ability to work independently and meet strict deadlines.
  • Ability to maintain confidentiality and handle sensitive information.
  • Ability to communicate effectively with all levels of the organization.
  • Ability to travel locally as needed.

Responsibilities

  • Process and complete payroll for various departments, including time record review, audits, and incentive calculations.
  • Review and approve personnel/payroll actions for compliance with federal, state, and local laws and policies.
  • Maintain and audit HCM Workforce Administration system setup tables and user security profiles.
  • Create and manage ad hoc queries and reports using HCM, Timekeeping, SharePoint, Power BI or other tools.
  • Coordinate personnel-related system activities with Payroll and IT.
  • Maintain user and data configuration tables in applicant and test management systems.
  • Provide employee support for HRIS and IS systems.
  • Ensure compliance with EMBARK policies and procedures.
  • Provide bi-weekly, monthly, quarterly, semi-annual and annual reporting for OESC, NTD, EEO-4, and other inter-departmental, regulatory agencies and compliance related matters as required and requested.
  • Support automation and continuous improvement of employee reporting and people systems.
  • Communicate with departments and external agencies regarding payroll and HRIS matters.
