The Peralta Community College District is seeking a Human Resources Analyst (Leaves & Benefits) for a temporary position. This role is under the general direction of the Benefits Manager and involves professional-level work in the analysis, research, preparation, and monitoring of employee benefits, integrated leaves, and absences transitions. The incumbent will primarily focus on Benefits and Leaves but may also perform other generalist level duties as assigned.

  • Processes all forms of leave request transactions for regular employees, coordinating with managers and supervisors.
  • Performs research, compiles statistics, and analyzes data related to employee-employer relations matters.
  • Acts as an information resource regarding human resources rules, regulations, policies, and procedures.
  • Notifies, explains, and calculates benefits for FMLA, CFRA, and CPDL, and issues related correspondence to employees.
  • Collaborates with Risk Management and administers Unemployment Compensation Program claims.
  • Maintains confidential medical leave files in compliance with HIPAA.
  • Serves as District liaison to insurance companies regarding employee benefits.
  • Distributes compensatory leave reports and follows up with the Payroll Department.
  • Collaborates with IT and HRIS Lead in the creation and update of PeopleSoft/Oracle tables.
  • Assists in providing functional support for automated leave management modules.
  • Identifies problems in leave and benefits technology systems.
  • Writes and maintains documentation for user guides and procedural guides.
  • Handles worker's compensation leaves and liaises with the worker's compensation carrier.
  • Processes the District Employee Health and Welfare Benefit Programs.
  • Processes unemployment insurance claims and liaises with representatives.
  • Coordinates workshops with CalPERS and CalSTRS representatives.
  • Establishes and maintains complex administrative and confidential filing systems.
  • Collects and compiles statistical data for reports.
  • Operates office equipment and accesses internal systems.
  • Assists with special projects as required.
  • Equivalent to graduation from an accredited college or university.
  • Four years of experience in health insurance and benefits program administration.
  • Demonstrated ability to interpret and apply laws, rules, policies, and procedures related to human resources administration.
  • Proficiency in word processing, spreadsheet, and database management software.
  • Ability to meet deadlines and work under pressure.
  • Proficiency in using online HRIS systems like Oracle/PeopleSoft.
  • Ability to maintain confidentiality and handle sensitive matters.
  • Demonstrated cultural competency and sensitivity to diverse backgrounds.
