About The Position

The Human Resources Analyst III (HRA III) position in the EMACS Development Division of San Bernardino County is responsible for overseeing a team of analysts involved in the design, implementation, and maintenance of the County's Employee Management and Compensation System (EMACS). The role includes providing day-to-day direction to division staff and performing complex, non-routine work. This position is open only to current employees of San Bernardino County, Fire Department, or Special Districts.

Requirements

  • Two years of journey-level professional experience working with an Oracle software application, such as Peoplesoft or an equivalent workforce solution management application system.
  • A Bachelor's degree in Business or Public Administration, Behavioral Science, Human Resources Management, Organizational Psychology, or a closely related field.

Responsibilities

  • Assist in the selection, training, supervision, and development of subordinate staff.
  • Provide relief to the Division Chief by supervising day-to-day functions of the division.
  • Respond to questions related to difficult technical issues, providing guidance and direction to staff.
  • Coordinate the implementation and monitoring of labor relations agreements.
  • Consult with and advise County administrators on EMACS-related problems and policy formulation.
  • Assist in the preparation of the division budget and make recommendations for monitoring and control techniques.
  • Research, analyze, and interpret legislation and governmental directives related to system operations.

  • Bi-annual step increases of 2.5% up to Step 16.
