About The Position

Under the general direction of the Director of Human Resources, the Human Resources Analyst II performs professional-level human resources program management and administration work across multiple functional areas including classification and compensation, recruitment and selection, labor relations support, performance management, compliance, and human resources information systems management. The Human Resources Analyst II exercises independent judgment and discretion in the administration of municipal human resources programs in accordance with City policies, collective bargaining agreements, and applicable federal and state laws.

Requirements

  • Knowledge of principles and practices of public-sector human resources administration.
  • Knowledge of position classification, job evaluation, and compensation systems.
  • Knowledge of labor relations, collective bargaining, and contract administration.
  • Knowledge of federal and Rhode Island labor laws and regulatory compliance.
  • Working knowledge of human resources information systems.
  • Knowledge of municipal organizational structures and civil service requirements.
  • Skill in managing multiple human resources projects simultaneously.
  • Skill in interpreting and applying contractual and statutory provisions.
  • Ability to exercise independent judgment in sensitive personnel matters.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain strict confidentiality.
  • Ability to provide technical leadership and professional guidance.
  • Ability to establish effective working relationships with department and division heads, bargaining units, and employees.
  • Experience using office productivity software, including Microsoft Teams and Excel.
  • Associate’s Degree in Human Resources, Public Administration, Business Administration, or a related field.
  • Five (5) years of progressively responsible professional-level human resources experience.
  • Any equivalent combination of education and experience.

  • Bachelor’s Degree preferred
  • SHRM-CP certification (preferred).

Responsibilities

  • Manages recruitment and selection of new employees, including the development and revision of job descriptions, posting of job notices in various formats, development of examination processes, communication with applicants, scoring of exams, preparation and maintenance of Certification and Eligibility Lists and documents used in selection processes, checking references, and on-boarding new employees.
  • Maintains Human Resources Information System, including employee information, configuration, reporting, system enhancements, and data integrity.
  • Researches best practices in public-sector human resources and implements approved improvements.
  • Maintains, updates, and secures employee personnel files in print and digital format as required and provides for review of such files by employees using standard procedures.
  • Works with department and division heads, and police and fire recruitment officers to address personnel needs.
  • Prepares and maintains documents related to personnel such as pay increases and promotions.
  • Maintains knowledge of current collective bargaining agreements.
  • Works with the Payroll Coordinator and Benefits Coordinator to identify and update personnel information.
  • Performs related duties as required.
