About The Position

This is a professional position in State Office Human Resources (HR) and is responsible for independently performing a variety of human resource duties. These duties require comprehensive knowledge of Agency policies, procedures, goals, and programs within the Agency relating to human resources. This position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

Requirements

  • Must possess a high school diploma or its equivalent.
  • Must possess at least four years of experience in performing and/or managing human resources.
  • Completion of a two-year degree from an accredited college AND two years of experience in performing and/or managing human resources.
  • Completion of a four-year degree from an accredited college or university AND one year of experience in performing and/or managing human resources, preferred.
  • Strong knowledge of payroll, retirement, and benefits platforms preferred.
  • In-depth understanding of payroll and benefits compliance (Workers Compensation, Parental Leave, FMLA, etc.).
  • High attention to detail, confidentiality, and excellent organizational skills.
  • Strong communication and interpersonal abilities.
  • A valid driver’s license.

Nice To Haves

  • Strong knowledge of payroll, retirement, and benefits platforms preferred.
  • In-depth understanding of payroll and benefits compliance (Workers Compensation, Parental Leave, FMLA, etc.).

Responsibilities

  • Supervise and process the bi-weekly payroll process, ensuring accuracy and compliance with federal and state regulations.
  • Provide guidance to employees and managers regarding payroll, attendance and leave, retirement, and benefits.
  • Oversee the payroll process to ensure accurate and timely payment of salaries and wages, and resolve payroll discrepancies.
  • Oversee the administration of workers' compensation and leave programs, including FMLA, FSWP, and parental leave.
  • Oversee the employee benefits programs, including health insurance, dental, vision, life insurance, and retirement plans.
  • Ensure compliance with all relevant laws and regulations related to payroll, attendance, leave, and benefits, and maintain accurate records for all HR functions.
  • Maintain payroll and benefits records and systems with strict confidentiality.
  • Collaborate with HR, Finance, and external vendors to resolve discrepancies and ensure smooth operations.
  • Prepare reports for audits, compliance, and internal analysis.
