About The Position

Fillmore Area Transit is looking for an experienced and strategic Human Resources Manager to lead all HR functions for our transportation operations in a safety-sensitive environment. This role is responsible for ensuring compliance with California and federal employment laws, as well as Department of Transportation (DOT), DMV, and insurance-related requirements specific to passenger transportation. The HR Manager will partner closely with operations, safety, compliance, and executive leadership to support a compliant, safe, and engaged workforce while driving HR initiatives aligned with business goals.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field (Master’s degree preferred)
  • Minimum of 5–7 years of progressive human resources experience
  • At least 2–3 years of experience in an HR management or supervisory role with ownership of the HR function
  • Bilingual in Spanish and English (required)
  • Professional HR certification strongly preferred (PHR, SPHR, SHRM-CP, or SHRM-SCP)
  • Strong working knowledge of California and federal employment laws, including FMLA, ADA, FEHA, wage and hour regulations, and workers’ compensation
  • Experience in a safety-sensitive or transportation-related environment preferred
  • Demonstrated success with full-cycle recruitment, benefits administration, and vendor management
  • Experience developing and implementing HR policies, procedures, and training programs
  • Strong leadership, communication, problem-solving, and conflict resolution skills
  • Ability to handle confidential information with discretion and professionalism
  • Proficiency with HRIS systems, applicant tracking systems (ATS), Microsoft Office Suite, and Google Docs

Responsibilities

  • Lead and oversee all human resources operations, including recruitment, employee relations, compensation, benefits administration, and compliance
  • Serve as a strategic business partner to senior leadership on workforce planning, organizational development, and employee engagement initiatives
  • Monitor regulatory changes and proactively advise leadership on compliance, risk mitigation, and best practices
  • Manage full-cycle recruitment efforts, including job postings, candidate screening, interviewing, onboarding, and pre-employment requirements
  • Develop and implement onboarding programs with a strong emphasis on safety, compliance, and company standards
  • Coach and support managers on performance management, progressive discipline, and effective employee communication
  • Develop and deliver employee training programs, including harassment prevention, compliance, DOT-related training, safety, and professional development
  • Maintain accurate personnel records, HRIS data, and driver qualification files in accordance with legal and regulatory retention requirements
  • Manage workers’ compensation claims, return-to-work programs, injury prevention efforts, and support accident investigations
  • Partner with operations to support workplace safety initiatives and regulatory audits
  • Lead HR staff and delegate responsibilities across HR functions
