About The Position

The Human Resource Manager I at DA Defense Logistics HQ LLC is responsible for overseeing the daily operations of the human resources department. This role involves managing HR personnel, coordinating hiring and onboarding processes, and ensuring compliance with company policies and labor laws. The HR Manager will also be tasked with developing HR strategies, managing employee benefits, and maintaining regulatory compliance while supporting the workforce's personal and professional needs.

Requirements

  • Proven experience as an HR Manager or similar role in human resources management.
  • Knowledge of HR systems and databases, particularly ADP Workforce Now.
  • Familiarity with labor laws and regulations at federal, state, and local levels.
  • Strong understanding of recruitment processes and employee onboarding.
  • Excellent communication and interpersonal skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Strong analytical and problem-solving skills.
  • Experience in performance management and employee development.

Nice To Haves

  • Certification in Human Resources (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP).
  • Experience in a defense or logistics environment.
  • Knowledge of SCA and CBA requirements.

Responsibilities

  • Monitor the day-to-day human resource operations within the company using ADP Workforce Now.
  • Ensure employees follow all policies and procedures, reviewing and revamping them as necessary.
  • Assess reports from the HR team and management to determine employee performance and training needs.
  • Create recruitment plans, interview schedules, and evaluation standards in line with HR methodologies and labor laws.
  • Supervise all HR activities, communications, reports, requests, and documents created and received by the team.
  • Attend interdepartmental meetings with other managers.
  • Recruit, interview, hire, and train new staff across various departments.
  • Oversee the daily HR/Admin workflow of the department.
  • Provide constructive and timely performance evaluations of HR/Admin personnel as directed.
  • Handle discipline and termination of employees in accordance with company policy.
  • Oversee exit interviews and procedures.
  • Suggest changes in policies and procedures based on employee and company needs.
  • Prepare regulatory PERSTAT reporting on a weekly, monthly, quarterly, and annual basis.
  • Manage policies and employee handbooks, ensuring compliance with SHR-M and contract requirements.
  • Administer pay, benefits, and leave, enforcing company policies and practices, including handling insurance and 401k.
  • Partner with leadership to execute the organization's human resource and talent strategy, particularly for contract personnel.
  • Provide weekly updates to the supervisor on pending, upcoming, and completed actions.
  • Support staff with complex, specialized, and sensitive HR issues, including investigations and terminations.
  • Review compensation and benefits, proposing competitive pay programs to attract and retain talent.
  • Create learning and development programs for internal employee development.
  • Execute employee disciplinary meetings, terminations, and investigations with required approvals.
  • Maintain compliance with employment laws and regulations, reviewing policies to ensure adherence.
  • Stay updated on trends, best practices, and regulatory changes in HR and employment law.
  • Compile Employee handbooks specific to each contract and compliance requirements.
  • Submit Monthly PERSTAT reports as directed.
  • Manage and report on Company WBS accurately.
