About The Position

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth. DJJ is seeking to hire an HR Investigator to protect the integrity of the agency and providing public safety by conducting all Human Resources investigations of allegations of wrongdoing and policy violations that negatively reflect on, or impact the agency, its personnel or its operations, in a manner that is fair, unbiased, and consistent with DJJ and Commonwealth guidelines, procedures, policies and regulations.

Requirements

  • Demonstrative investigative experience that includes fact finding; collecting and preserving evidence according to the rules of evidence; examining records; locating and interviewing witnesses to validate or invalidate claims of suspected HR policy; Standard of Conduct; and Code of Ethics violations
  • Demonstrated ability to gather and analyze information; to interpret and apply laws; to compile information, appraise information as evidence, conduct investigations, and determine recommendations
  • Demonstrated ability to communicate effectively orally and in writing; to prepare comprehensive written investigative reports; and to develop and manage confidential sources of information
  • Ability to provide sound judgement and manage complex, highly sensitive and confidential information relating to HR
  • Ability to prioritize conflicting priorities
  • Advanced Microsoft Office experience, including virtual team platforms for meetings, shared team documents, and instant messaging communications

Nice To Haves

  • Advanced experience and training in conducting personnel investigations
  • Evaluating complaints, identify legal issues, and decide jurisdiction
  • Preparing various legal and technical documents and abstracts
  • Testifying in administrative hearings and court proceedings

Responsibilities

  • Receive, track and prioritize employee or manager requests and conducts investigations
  • Conduct intake and investigations through research and fact-finding in order to document findings and to provide recommendations
  • Review the supporting documentation, and performs research and analysis related to the case, if necessary, to draw conclusions and inform decision making
  • Partner with DJJ Policy and Bon Air Investigation team, as appropriate
  • Provide written outcomes and recommendations to appropriate management to include HR Director, Agency Director and Deputy Directors, in alignment with established policies, procedures and regulations
  • Maintain complete confidentiality and ensure proper and thorough record keeping of all materials, supporting documentation, interview templates, and notes received by investigation identifiable numbering
