About the position

The Washington State Parks and Recreation Commission is seeking an experienced and dedicated Human Resource professional to join our team as the Human Resource Consultant 4 (HRC4) Technical Operations Supervisor at our Lacey Headquarters. The working schedule is generally Monday - Friday, however a flexible schedule or some telework may be approved. *Upon hire, you must live within a commutable distance from the duty station. In this critical leadership role, you will serve as the subject matter expert for the Human Resource Management System (HRMS) and act as the primary liaison between Human Resources and our Payroll, Financial Services, Technology Services, and Budget teams. Your work will ensure the timely, accurate, and effective processing of HRMS transactions across the agency. You will also provide senior-level consultation and supervision to our HR Actions team, currently composed of two Human Resource Consultant 1 (HRC1) team members. As the Technical Operations Supervisor, you will be responsible for maintaining data integrity, producing accurate HR reports, and supporting agency-wide HR initiatives.

Responsibilities

  • Provide senior level consultation, advice, guidance, supervision, and support to the HR Actions team.
  • Oversee the HRMS transactions to include employee actions, position actions, and organizational structure maintenance in the HRMS system.
  • Develop and improve on processes to ensure accurate and timely processing of paperwork and tracking of transactions.
  • Audit transactions and reports in HRMS.
  • Provide professional level consultation on interpretation and application of laws, rules, regulations, bargaining agreements, and agency policy and procedures on a broad range of HR Matters including compensation, hours of work, and other related issues.
  • Act as the liaison with administrative service staff (payroll, budget, IT) and other division staff to ensure efficient and effective system use.
  • Maintain agency position and personnel files in accordance with Washington State Records Retention guidelines.
  • Manage the HR onboarding, offboarding, and internal movement processes.

Requirements

  • Eight (8) years of broad based professional human resource experience advising and consulting on human resource issues; experience must include at least three (3) years of experience working in an HR management system (HRMS) entering actions related to employee, position, and organizational management with a high level of accuracy and excellent attention to details.
  • Experience advising and consulting on human resource/HRMS issues.
  • Experience interpreting and applying various HR related rules and laws.

Nice-to-haves

  • Experience using the Washington Workforce Analytics (WWA) data reporting and analysis system.
  • Experience performing data analysis, conducting data reporting activities, and presenting statistical data.
  • Experience in organizational management or position control within HRMS.
  • Experience leading or supervising a team.
  • Entering data into the State of WA HRMS system.
