About The Position

The Program Lead is accountable for defining, shaping, and advancing strategic outcomes for our Human Genomics Program’s software products within the NIH NIAID Bioinformatics and Computational Biosciences Branch (BCBB) portfolio. This role works with our BCBB federal leadership, our intramural research Principal Investigator (PI) stakeholders and within our Science Support and Software Development groups to analyze, propose, and track Program roadmap milestones. The role ensures that roadmap milestones align with BCBB and stakeholder priorities and team capabilities. The role reports on Program progress and proposes resources needed to accomplish proposed milestones. What You Will Do: Human Genomics Program Strategic Direction & Vision Define and maintain a clear Program vision aligned to NIAID and BCBB objectives Articulate roadmap milestones with measurable outcomes and success criteria Identify long-term roadmap themes and sequencing priorities Ensure that the Program roadmap is responsive to feedback from stakeholders and development team as well as regulatory, compliance, and policy alignment Portfolio Representation & Prioritization Prepare and present Program roadmap proposals for portfolio review Review including stakeholder and development team feedback as well as regulatory, compliance, and policy alignment Justify relative priority using agreed branch criteria (mission impact, urgency, risk, etc.) Clearly articulate tradeoffs, dependencies, and consequences of delay including Collaborate with BCBB portfolio manager, Branch Chief, and executive team to shape portfolio decisions including the preparation of documentation to support funding and resource justifications Stakeholder Engagement Serve as primary business/stakeholder representative for the Program Build alignment across leadership, policy, operations, and technical partners Translate stakeholder needs into clear milestone statements Manage expectations at the strategic level Outcome Accountability

Requirements

  • Ph.D. in Clinical Genomics or similar field
  • 5+ years of demonstrated experience leading complex programs or initiatives, ideally in the field of clinical genomics
  • 4 years of experience operating in a portfolio or matrixed environment
  • 5+ years leadership experience managing scientific or technical teams
  • Understanding of portfolio management principles
  • Working knowledge of Agile delivery frameworks
  • Knowledge of systems involving complex information and data flows and interdependencies
  • Knowledge of breaking down large initiatives into smaller milestones and sequencing them for greatest value delivery
  • Knowledge of Earned Value Management
  • Able to develop productive team relationships in a hybrid remote and in person setting
  • Must be able to obtain and maintain a Federal or DoD "public trust"; candidates must obtain approved adjudication of their public trust prior to onboarding with Guidehouse. Candidates with an active public trust or suitability are preferred

Nice To Haves

  • Program management certification (PgMP, MSP, or equivalent)
  • Experience working with Agile product organizations
  • Experience with programs that involve data lakes or centralized, scalable data repositories
