About The Position

The Leasing & Quality Assurance Specialist supports the Rapid Rehousing (RRH) program by managing all aspects of the leasing process while ensuring full compliance with HUD CoC requirements, NYC rental standards, and internal agency policies. This dual-function position handles unit acquisition, landlord engagement, lease-up coordination, documentation review, HMIS accuracy, and internal quality checks. The Specialist ensures that participants are quickly and safely placed into permanent housing and that all files remain audit-ready at all times. This role is critical in maintaining program integrity, optimizing housing placements, and ensuring that the RRH team meets performance and compliance expectations.

Requirements

  • 2–3 years' experience in housing programs, leasing, real estate, compliance, property management, or quality assurance.
  • Strong organizational and documentation skills with high attention to detail.
  • Ability to balance field work, leasing coordination, and desk-based compliance tasks.
  • Excellent communication and relationship-building skills.
  • Proficiency in MS Office, Excel tracking, and document management systems.

Nice To Haves

  • Understanding of HUD CoC Rapid Rehousing guidelines preferred.
  • Experience with HMIS, CAPS, CARES, and/or AWARDS and NYC housing processes is highly desirable.
  • Bilingual in English and Spanish strongly preferred.

Responsibilities

  • Assist clients, Housing Specialists, and Care Coordination in identifying appropriate apartment units consistent with HUD Rent Reasonableness, FMR, and program guidelines.
  • Coordinate and schedule apartment viewings, unit walkthroughs, and follow up with brokers/landlords for approvals.
  • Guide clients through rental applications, required documentation, and tenant responsibilities.
  • Build and maintain strong relationships with landlords, management companies, and brokers to expand unit availability.
  • Provide program orientation, payment timelines, and tenant expectations to landlords.
  • Serve as a liaison to troubleshoot landlord concerns and support successful tenancy.
  • Prepare and review complete leasing packages including Signed lease W-9, Habitability inspection form, Security Voucher or HRA Forms (if applicable), Rent reasonableness determination, Client identification & program eligibility documentation.
  • Ensure units meet HUD Habitability and HQS standards prior to move-in. Track key dates such as lease starts, renewals, recertifications, HQS inspections, and subsidy deadlines.
  • Prepare and submit requisitions for: Rent, Security deposits, Broker fees, Utility allowances Renewal payments, follow up with finance to confirm payment status and resolve issues with landlords.
  • Review ongoing internal audits of all RRH participant files to ensure HUD CoC compliance.
  • Review eligibility documents such as homeless verification (HUD Category 1/4), income verification, disability documentation (if required), and service plans.
  • Ensure all lease-up files meet internal and external audit requirements.
  • Review and verify HMIS entries for accuracy, completeness, and timely updates. Ensure alignment between paper files, electronic files, and HMIS documentation. Monitor CAPS & AWARDS assessments and referrals to ensure correct statuses and workflow adherence.
  • Prepare program files, reports, and documentation for HUD monitoring, audits, and funder site visits.
  • Respond to audit findings by developing corrective action plans and updating procedures.
  • Carry out other duties as assigned by Senior Care Coordinator and/or Managing Program Director.
