JOB OVERVIEW Responsible for the planning, development, implementation, and coordination of health, safety, environmental, security systems, and (as applicable for the site) quality assurance systems designed to eliminate non-conformance and ensure continual improvements within BWC Terminals (The Company). Manages programs to ensure timely regulatory compliance, business alignment, HSSE objectives, and customer satisfaction are met while maintaining cost effectiveness. Responsible for managing all air quality permitting work by preparing and submitting all necessary new permit applications. Provide leadership and coaching to employees.

Requirements

  • B.S. Degree in Business Administration, Environmental Safety, or related Natural or Health Science degree. Experience can substitute for a degree.
  • Minimum ten years’ experience in the terminal industry or chemical/heavy manufacturing
  • 5+ years of progressive air quality permitting/compliance experience in the oil & gas industry, in addition to 5 years’ experience with applying and filing for air permits.
  • Knowledge of all state air regulations and permitting programs
  • Familiarity with MACT, NSPS, and NESHAP Regulations
  • Experience working with hazardous and flammable products
  • Ability and experience in managing staff
  • Knowledge of and experience in the bulk liquid storage industry and HSSE body of knowledge
  • Ability to read, analyze, and interpret technical documents, general business and professional journals, governmental regulations, financial reports, and legal documents
  • Ability to apply applicable policies, procedures, and laws/regulations to operations to find creative and effective solutions
  • Ability to effectively present information, communicate with, and respond to questions and complaints from co-workers, management, and customers
  • Proficient in Microsoft Office software
  • Knowledge of pertinent laws, codes, and regulations (OSHA, SARA, RCRA, CAA, USCG, etc.)
  • Ability to write reports/documents
  • Ability to interact with others in a professional and appropriate demeanor, work effectively with a diverse group of individuals, and maintain effective working relationships with staff and customers
  • Ability to manage multiple tasks and meet deadlines
  • Ability to work independently with general direction from supervisor
  • Capable of reporting to work on time, prepared to perform duties of the position, and willingness to perform duties as workload necessitates

Responsibilities

  • Oversee the implementation of assigned HSSE programs, including the implementation of those policies, procedures, and methods designed to drive the HSSE culture.
  • As applicable for the site, oversee the implementation of a quality management system ensuring the customer receives best-in-class service which meet the customer’s needs and service requirements.
  • Develop and implement audit criteria and procedures, conduct audits, and report findings and actions.
  • Perform environmental compliance audits and implement follow-up corrective actions to ensure compliance with federal, state, and local regulations.
  • Stay abreast of technologies in the industry and stay current with new regulations and trends.
  • Perform technical and administrative functions (planning, organizing, interpreting, coordinating, and executing group or project assignments).
  • Liaise with individuals and units within or outside the department or project structures.
  • Provide technical and general supervision and mentoring/development to all direct reports.
  • Ensure employees are in compliance with all company policies and procedures as well as external regulatory requirements.
  • Conduct air quality analyses, assess regulatory compliance, and perform regulatory evaluations.
  • Develop complete and accurate air quality permits for Title V, PSD, and New Source Review compliance.
  • Interact with local regulators to steward permit application review and issuance.
  • Maintain knowledge of all environmental areas impacting operations, including air emissions, waste and storm water, solid and hazardous waste management, pollution prevention, emergency planning and response, ground water protection, and hazardous chemical use as it relates to environmental management
  • Evaluate air pollution control technologies, including the technical and economic feasibility of air pollution control equipment.
  • Compile and submit air and water monitoring, hazardous waste, and other environmental reports
  • Conduct permit renewal and modification activities as required
  • Prepare and submit air permit applications and modification packages
  • Interacts and communicates with clients and co-workers in a professional and appropriate manner and responds to and gives feedback in a respectful and positive manner.
  • Takes the initiative to identify problems, uses judgment to find appropriate solutions, and follows through on resolving issues in a timely manner.

  • Employees shall comply with applicable regulatory and company health, safety, environmental, and security requirements.
  • The Employee is expected to complete required training in a timely manner; perform duties in a safe and environmentally sound manner; and immediately report injuries/illnesses, environmental spills/releases, and any unsafe acts or conditions to supervision in support of continual improvement of The Company's health, safety, environmental, and security performance.
