Job Summary: The HSE Specialist will support health, safety, and environmental programs with a primary focus on occupational safety and process safety management (PSM). Key responsibilities include managing combustible dust safety measures, overseeing Management of Change (MOC) processes, conducting Pre-Startup Safety Reviews (PSSR), and leading root cause investigations using structured methodologies. The role also provides environmental compliance support and drives sustainability initiatives. This position requires strong collaboration skills to work effectively in a team environment and the ability to lead and sustain the company’s Safe Work Program.

Requirements

  • Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or related field.
  • Minimum 5 years of experience in HSE roles within manufacturing or industrial environments.
  • Strong knowledge of OSHA regulations, PSM standards, MOC, and PSSR requirements.
  • Experience with root cause analysis tools such as TapRooT, Five Why, or Fishbone.
  • Familiarity with combustible dust safety and environmental regulations (EPA, TCEQ).
  • Excellent analytical, problem-solving, and communication skills.
  • Proven ability to work effectively in a team environment and drive safe work programs.

Nice To Haves

  • Certifications such as CSP, ASP, or CHMM.
  • Experience managing MOC and PSSR processes.
  • Knowledge of sustainability initiatives and waste reduction programs.
  • Ability to work independently and collaboratively across teams.

Responsibilities

  • Develop and implement safety programs aligned with OSHA standards and company policies.
  • Drive and maintain the Safe Work Program, ensuring consistent application of safe work practices across all operations.
  • Support Process Safety Management (PSM) compliance, including:
  • Management of Change (MOC): Ensure all process changes are reviewed, documented, and approved per PSM requirements.
  • Pre-Startup Safety Review (PSSR): Conduct and document PSSRs before equipment or process changes are commissioned.
  • Manage combustible dust safety programs, including housekeeping standards, preventive maintenance, and monitoring to minimize dust-related risks.
  • Conduct risk assessments and job safety analyses; recommend corrective actions to eliminate hazards.
  • Incident Investigation: Lead investigations using TapRooT, Five Why, or Fishbone methodologies; prepare detailed reports and track corrective actions.
  • Develop and maintain emergency response plans; organize drills and simulations.
  • Promote a strong safety culture through training, communication, and employee engagement.
  • Collaborate with operations, engineering, and maintenance teams to ensure safety integration in all processes.
  • Perform and document regulatory compliance inspections (e.g., Central Accumulation Waste, TPDES stormwater, SPCC, SWPPP).
  • Assist with preparation of environmental reports such as TCEQ Annual Waste Summary, Emission Inventories, Stormwater Discharge Monitoring Report, TRI, and Tier II.
  • Provide input for environmental permit applications, amendments, and renewals.
  • Manage disposal of industrial non-hazardous and hazardous waste in compliance with Hempel’s Zero Waste to Landfill Initiative.
