About The Position

As the HRIS & Operations Associate , you are the engine behind Radio Free Asia’s U.S. human resources function. Working within a lean team, you won’t just manage data—you will own the systems, records, and compliance processes that keep us running smoothly. Reporting to the HR Manager, U.S. Operations, you will serve as the primary administrator for ADP Workforce Now, manage I-9 and background check programs while ensuring our records remain audit-ready. Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred; or equivalent combination of education and experience
  • Minimum 2 years of professional HR experience with hands-on experience administering HR software systems (HRIS, ATS, background check platforms, or similar)
  • Strong technical aptitude and comfort working in HRIS, ATS, and background check systems
  • Experience with HR compliance processes such as I-9s, E-verify, personnel files management, or audits.
  • High attention to detail, excellent organization and prioritizing skills, and ability to manage multiple deadlines
  • Professional communication skills and strong discretion with confidential information
  • Self-starter who can work independently, identify issues proactively, and implement solutions with minimal supervision
  • Adaptable and comfortable working in a lean team environment with shifting priorities

  • Fluency in English with knowledge of one of RFA’s broadcast languages is highly desirable.

Responsibilities

  • HR Systems & Data Management (ADP Master) Serve as the primary system administrator for ADP, maintaining employee records and system access configuring workflows, building and running reports, and troubleshooting.
  • Ensure accuracy of HR data through regular audits on employee documents and profiles, company policies and forms, on both ADP and Google Sharedrive.
  • Build and maintain reports on headcount, turnover, compliance deadlines, and other key HR metrics
  • Improve and document HRIS processes, including creating video guides/presentation for employee self-service, as well as SOP for HRIS workflows
  • Serve as the primary contact to employee inquiries about ADP navigation and self-service functions
  • Compliance & Work Authorization Oversight Own and manage the entire I-9 verification, E-Verify submissions, and re-verifications for all U.S-basedemployees.
  • Track work authorization and visa expiration dates and flag upcoming deadlines to HR and General Counsel.
  • Maintain immigration files and coordinate required Labor Condition Application (LCA) posting and documentation
  • Escalate substantive immigration questions, visa sponsorship matters, and complex cases to related personnel.
  • Coordinate annual Conflict of Interest policy and Telework policy renewal processes globally including tracking attestations and following up on outstanding submissions
  • Ensure required employment posters and notices are current and properly display
  • Maintain compliance calendar for key HR deadlines, reporting requirements, and regulatory filings
  • Support internal and external audits and respond to routine agency inquiries from DOL, OFCCP and DC unemployment office.
  • Background Checks & Hiring Support Own and manage background checks through HireRight in coordination with recruiter, serve as a primary HireRight vendor contact
  • Track background check completion to ensure it aligns with employment start date, troubleshoot issues, and maintain compliance documentation
  • Coordinate with HR Manager on USAGM Risk Assessments and Background Investigations for positions requiring clearance
  • Ensure new hire records and I-9 are complete and compliant
  • Escalate complex or adverse findings for review
  • Onboarding & Offboarding Support Coordinate onboarding logistics, including ADP set up and access, orientation scheduling, and documentation gathering, ensuring onboarding steps are completed in ADP prior to start date.
  • Process policy acknowledgments and track completion of all onboarding milestones; Manage offboarding logistical arrangement including final payroll processing, access removal, equipment return, and termination in ADP and insurance.
  • Payroll & Timekeeping Support Monitor and audit timecards and payroll-related data in coordination with Finance
  • Support payroll processing activities by providing accurate HR data and year-end reporting (W-2s, 1095-Cs)
  • Maintain working knowledge of DC wage and hour laws, tax regulations, and payroll compliance requirements
  • HR Team Support & Cross Training Support policy renewals, administrate performance review in ADP
  • Drafting standard HR correspondence, creating engaging HR communications such as posters, newsletter.
  • Assist Recruiter with temporary staffing including coordination with staffing agencies, and tracking their assignment end date and extension, Assist HR team with company events planning, such as holiday parties and social events.
  • Contribute to HR process improvements and operational projects as needed
  • Develop capability to serve as backup for routine benefits administration tasks when Benefits & Employee Relations Specialist is unavailable
  • Perform other duties as assigned to support HR team and organizational needs
