Serves as primary mechanic to perform skilled work and resolve technical issues in the installation, maintenance, repair, and calibration of Heating, Refrigeration and Air Conditioning (HRAC) systems' electronic and mechanical instruments, controls, and circuits. Instructs and provides technical assistance and guidance to HRAC Mechanics required to perform skilled technical work in installation, testing, calibration, maintenance, and repair of process controls, instrumentation, and data reporting systems/subsystems for HRAC systems. Installs, implements, modifies, upgrades, and performs Preventive Maintenance to control systems to include, software programming and programs new controls. This position is distinguished from the HRAC Mechanic position in that the HRAC Control and Instrumentation Mechanic performs, instructs, and assists other HRAC Mechanics in the performance of the tasks contained herein, and installs and programs new controls, modifies programs of existing controls and provides technical expertise required to resolve issues associated with these tasks. This position is distinguished from the Instrument Mechanic in that it deals solely with the controls, instrumentation, and related software requirements of HRAC systems.

  • Performs, instructs, supports, assists, and guides, as appropriate, other mechanics in the performance of their HRAC system installation, maintenance, and repair responsibilities with regards to HRAC systems controls and instrumentation.
  • Provides technical expertise required to install, test, calibrate, maintain, and repair computer, electronic, pneumatic, and communication interface systems and components of process control, access, and data acquisition systems for HRAC systems.
  • Installs, maintains, modifies, and performs software version upgrades to (DDC) control systems' software programming and programs new controls.
  • Repairs, calibrates, and maintains required test equipment and provides support, assistance and instructions as required for other mechanics to do the same.
  • Verifies, resets, and adjusts HRAC systems' software programs associated with the operation of process control, telemetry, access, and data acquisition systems.
  • Inspect and test control and instrumentation components installed by other contractors.
  • Perform quality assurance inspections on completed control and instrumentation jobs; ensures conformance with institutional standards, mechanical codes, OSHA regulations, lock out-tag out, confined space protocols, Material Safety Data Sheets, engineering specifications, and other regulatory requirements.
  • Uses a computer to create, compose, and edit technical and/or administrative reports and documentation.
  • Coordinates and monitors maintenance by outside contractors, including replacement and repair of mechanical, electromechanical, and controls equipment.
  • Monitors and coordinates the installation of new equipment, to include training, documentation, and establishing maintenance procedures.
  • Establishes, coordinates, and maintains calibration programs associated with control systems, to include gauges, meters, instrumentation, and safety devices.
  • Supports, provides technical assistance, guidance, and instructions to HRAC mechanics on DDC control systems, used to control the mechanical equipment.
  • Interface with the appropriate government personnel, to assure the RSA Garrison's DDC Operating Platform is maintained to government and industry standards.
  • Upgrade HRAC laptops and workstation's software on a continuous basis, to keep current with changes and/or upgrades in control systems software.
  • Read, interpret, and modify HRAC electrical, electronic and/or microprocessor schematics blueprints and logic controls.
  • Coordinates with other trade and warehouse personnel in the identification of proper and correct materials, parts assemblies, and requirements for a variety of requisitions necessary for the job/task.
  • May perform various lower classified duties such as (but not limited to) file maintenance, workspace cleanup, maintain warehouse space.
  • Performs miscellaneous job-related duties as assigned.
  • Requires the use of company vehicle. In order to operate a vehicle, individuals must be physically capable of operating the vehicles safely and must possess an appropriate valid state motor vehicle operator's license.
  • Experience - Sufficient years experience in the maintenance and repair of instrumentation and electronic systems such as found in HRAC systems to include direct digital controls. Must be able to perform described tasks on Trane, Honeywell, and Delta (DDC) systems as well as other systems.
  • Education - Equivalent to completion of the twelfth grade supplemented by the equivalent three years of technical course work in electronics or instrumentation.
  • Possess excellent written and verbal communication skills, tactful and cooperative in dealing with others, and speaks and understand English.
  • Must have organizing and coordinating skills.
  • Must have knowledge of theory behind instrumentation and control systems/equipment, programmable logic controllers, control systems software, pneumatic and hydraulic systems, operation of flow and level, frequency-based process control systems, alarms systems, and mechanical codes.
  • Must have ability to work in elevated locations.
  • Must have the ability and skilled in the use of personal computers and related software applications.
  • Must have ability to analyze, assess, and reconfigure technical operations within area of specialty.
  • Must have knowledge of instrument calibration standards and tolerances.
  • Must have ability to communicate effectively orally, face-to-face, in a group setting, on the telephone, and in writing.
  • Must have ability to understand oral and written instructions; read and prepare wiring diagrams and blueprints; prepare and maintain accurate records, reports, and job cost estimates.
  • Must have ability to understand and perform analog, digital, frequency, and time calibration of electronic systems and components.
  • Must have knowledge of computer programming as applied to controllers and electronic test equipment used in HVAC and access control systems.
  • Understand networking systems such as BACnet, LONWorks, ASCnet, Ethernet, RS485, and MS/TP.
  • Must possess Universal 410-A Safety & Training Certification or ability to obtain within 120 days.
  • Must have the ability to successfully accomplish, complete and/or pass, any Continuing Education (CE) training deemed necessary.
  • Must possess the Honeywell WEBs-N4 Certification.
  • Must be able to distinguish color codes on wires and electronic devices.
  • Must be able to work in the stooped position, can crawl, climb, twist, hear, see, perform precise muscular movements of hands, walk over uneven terrain, and work in confined spaces.
  • Must hold a Universal CFC Certification.
