About The Position

TRISTAR is seeking a highly skilled Human Resources Specialist to provide expert-level staffing, classification, and HR program support within the Human Resources Division. This position supports the execution of the Human Capital Strategy for a highly technical workforce operating under the NAVSEA Demonstration Project (DEMO) pay system. The selected candidate will serve as a Department Human Resources Specialist for their assigned department. They will be the first-line point of contact for their customer and will operate as a subject matter expert in federal staffing and classification, workforce planning, HR systems management, and regulatory compliance under Title 5 U.S.C., advising leadership and ensuring accurate, efficient HR program execution. This is not a primarily administrative role. The position requires analytical expertise, regulatory knowledge, process management skills, customer relations skills, teaming skills, and independent professional judgment.

Requirements

  • Minimum 3–5 years of progressive experience in HR, specifically in staffing and classification.
  • Demonstrated knowledge of Title 5 U.S.C., OPM classification standards, and federal staffing regulations.
  • Experience conducting job analysis and determining grade levels.
  • Experience processing RPAs in DCPDS or DCHRMS.
  • Strong analytical, technical writing, and reporting skills.
  • Ability to interpret and apply complex regulations.
  • Ability to obtain and maintain a security clearance.
  • Must be a U.S. Citizen.
  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Industrial/Organizational Psychology, or related field.

Nice To Haves

  • Experience supporting NAVSEA or Department of Navy HR operations.
  • Experience under the NAVSEA Demonstration Project (DEMO) pay system.
  • Master’s degree in HR or related field.
  • Experience in workforce analytics or HR data modeling.
  • Advanced proficiency in Excel, Access, Power BI, or SQL.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.

Responsibilities

  • Conduct job analysis and develop Level Descriptor Addendums (LDA).
  • Determine appropriate factor levels and grade determinations.
  • Support recruitment, selection, placement, and compensation actions.
  • Prepare personnel action package materials and classification documentation.
  • Review and interpret Title 5 regulations and related statutory authorities.
  • Review and interpret NAVSEA Warfare Centers Demonstration Project guidance.
  • Provide recommendations on organizational design and workforce planning.
  • Process and track Requests for Personnel Actions (RPAs).
  • Utilize DCPDS/DCHRMS, USA Staffing, USAJobs, and related HR system.
  • Conduct research and analysis on HR laws, regulations, and policies.
  • Develop SOPs, desk guides, policy guidance, and instructional materials.
  • Provide advisory support to supervisors and leadership.
  • Participate in process improvement initiatives.
  • Develop metrics, dashboards, and reporting tools.
  • Manage and maintain HR data repositories and tracking systems.
  • Prepare presentations, reports, and executive briefings.
  • Support EEO and other HR program initiatives.
  • Develop reporting tools using Excel, Access, and other software as available.
  • Support data analytics, workforce modeling, and predictive analysis efforts.
  • Oversee HR systems, dashboards, SharePoint, and collaboration tools.
  • Ensure compliance with records management requirements.
