The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a Management Services Position. The incumbent will serve at the pleasure of the Appointing Authority. The HR Operations & Execution Partner serves as a senior-level operational leader within the Office of Human Resources. Reporting directly to the Chief Human Resources Officer (CHRO), this position provides high-level cross-functional execution support to ensure operational continuity, rapid implementation of executive priorities, and coordinated delivery of HR initiatives across units. This role functions as a CHRO-designated operational resource and may be deployed to support any HR unit or enterprise initiative requiring focused execution, stabilization, or continuity. While the position does not exercise supervisory authority over HR units, it is accountable for ensuring implementation alignment, tracking progress, and resolving operational barriers in support of executive direction.

Requirements

  • Education: Bachelor’s degree from an accredited college or university.
  • Experience : Eight (8) years of progressively responsible professional HR experience (in Public Sector, Unionized, or 24/7 operational environment.)
  • Three (3) years must have included supervisory or managerial responsibility over HR staff in operational or service delivery functions within a large, complex organization.

  • Experience auditing HR transactions for efficiency and accuracy.
  • Experience developing, implementing, and monitoring the application of SOP’s.

Responsibilities

  • Develops and validates HR operational data to support executive decision-making.
  • Tracks initiative milestones, service delivery metrics, and performance indicators.
  • Synthesizes operational trends and identifies areas requiring corrective action.
  • Prepares executive-level briefings, reports, and status updates for the CHRO.
  • Leads cross-functional execution of CHRO-directed initiatives across HR units.
  • Develops implementation plans and coordinates operational delivery across Talent Acquisition, Background Investigations, HR Operations, and related units.
  • Ensures timely follow-through on executive priorities and urgent directives.
  • Serves as a designated operational resource deployed to stabilize or advance critical HR functions.
  • Identifies execution risks and resolves or escalates barriers to maintain service continuity.
  • Assists in the implementation of new HR processes and workflow enhancements.
  • Evaluates operational inefficiencies and recommends corrective improvements.
  • Supports standardization of practices across HR units when assigned.
  • Contributes to development of operational controls that strengthen service delivery reliability.
