About The Position

The HR Officer I serves as the assistant technical Promotional Examination and Assessment Advisor for the Maryland State Police. This role is responsible for overseeing the administration of both competitive and non-competitive promotional systems, ensuring compliance with policies and procedures, and managing the daily operations of the Office of Promotional Testing (OPT).

Requirements

  • Six years of experience, including two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.
  • An additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation, or as a generalist.
  • Possession of a Bachelor's degree from an accredited college or university and two years of professional HR experience may substitute for the required experience.
  • Possession of thirty graduate credit hours in relevant fields may substitute for the required experience.
  • U.S. Armed Forces military service experience in human resources management may substitute for the required experience.

  • Experience working with law enforcement or a law enforcement agency.
  • Experience with a Performance Appraisal System.
  • Experience with a competitive and/or non-competitive promotional process.

Responsibilities

  • Responsible for the day-to-day operations of the probationary review boards and the non-competitive promotional processes.
  • Responsible for the managerial oversight of the competitive promotional processes.
  • Follows work plan to schedule completion of all components of examinations, based on the biennial testing cycle.
  • Reviews and documents promotional candidate score data and ensures Quality Control for 100% accuracy.
  • Verifies and audits formulas in database spreadsheets for candidates' scoring in the competitive promotional process.
  • Responsible for ensuring the proper execution of the sworn Performance Appraisal System.
  • Makes recommendations to resolve and reconcile issues identified by data analyses.
  • Researches applicable examination records as required.
  • Oversees all temporarily assigned personnel.
  • Responsible for the day-to-day operations of the office and ensuring OPT is following departmental requirements.
  • Performs other related duties as assigned.
