GENERAL DESCRIPTION OF JOB:The Human Resources Business Partner partners with the Human Services leadership and management team to provide HR consultation, support, and execution of HR strategies to ensure the successful acquisition, development and retention of high-quality talent.

Requirements

  • Comprehensive knowledge of the principles, practices, and operating requirements of human resources management; employment, compensation, employee benefits, budgeting; and planning.
  • Familiarity with base compensation practices, various benefits and HRIS systems.
  • Staffing expertise.
  • Strong written and verbal communication skills.
  • Strong presentation skills appropriate to the audience.
  • Comprehensive knowledge of performance measures/business impact analysis.
  • Ability to administer human resources policies, procedures, rules, and regulations.
  • Strong computer skills; must be proficient in M/S Office programs including Word, Excel and PowerPoint. Familiarity with SAP or other HRIS programs.

  • A Bachelor's Degree in human resources management, business administration or a related field
  • 1+ years HR generalist experience in public or private sector human resource experience
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
  • Will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.

Responsibilities

  • Serves as a liaison and internal consultant to Human Services in order to support organizational strategies, and foster business partnerships by coaching, counseling, and providing facilitated conversations.
  • Researches and makes recommendations for short-term and long-term retention processes, systems and solutions and utilizes established methods to make data- based recommendations on compensation.
  • Provides technical support concerning development and interpretation for human resources policies and related procedures. Updates and formulates policies and/or procedures as necessary.
  • Partners with hiring managers and members of the Human Services HRBP team to support and facilitate strategic recruitment efforts designed to acquire and retain key talent.
  • Provides technical and analytical expertise. Summarizes findings, interprets and communicates results of analyses and makes recommendations to hiring managers and executive management team.
  • Ensures that HR processes, practices, and compensation comply with current legislation and applicable local, state and federal laws.
  • Participates in process improvement efforts in order to streamline or improve HR systems and processes.
  • Conducts a comprehensive exit process with departing employees to acquire meaningful information for use by HR and the County.
  • Maintains constant network of resources in the external market to obtain information on comparable policies and maintain competitiveness.
  • Develops and updates job descriptions on an as-needed basis ensuring accuracy and legal content.
  • Assists in process development, implementation and refinement of tasks for ongoing metrics collection projects. Collaborates with other work groups to ensure continued optimization of metrics reporting.
  • Applies the Total Compensation Philosophy consistently to all projects.
